Industry leaders in both Austria and Germany have welcomed the postponement, but they remain united in their demand for significant revisions to the regulation to reduce bureaucratic burdens and ensure practical application.<span id=\"more-36917\"><\/span><\/p>\n<p>The delay, which requires formal approval by the EU Parliament and Council, is seen as a necessary, albeit partial, solution. Herbert J\u00f6bstl, Chairman of the Austrian Timber Industry Association, described the postponement as \u201chalf a step in the right direction,\u201d while Julia M\u00f6bus, Managing Director of the German Sawmill and Timber Industry Association (DeSH), noted that the agreement provides much-needed clarity for businesses preparing for the regulation\u2019s enforcement in late 2025.<\/p>\n<p>However, both J\u00f6bstl and M\u00f6bus criticized the EU for failing to address the EUDR\u2019s structural flaws. \u201cPostponing the EUDR is helpful, but it does not solve the fundamental problems,\u201d J\u00f6bstl said. M\u00f6bus added, \u201cThe EU institutions lacked the courage to make the substantive adjustments necessary to reduce bureaucracy and protect the competitiveness of the European forestry and timber industries.\u201d<\/p>\n<p>At the heart of the criticism is the regulation\u2019s requirement for exhaustive documentation and proof from market participants, regardless of the actual deforestation risk associated with their supply chains. Both Austrian and German representatives argue that this one-size-fits-all approach leads to unnecessary complexity and significant administrative costs, with little added value in terms of forest protection.<\/p>\n<p>\u201cA differentiated risk assessment is essential,\u201d said M\u00f6bus. \u201cThe extensive documentation requirements should be adjusted based on the actual deforestation risk to prevent harm to the domestic forestry and timber sectors.\u201d J\u00f6bstl echoed this sentiment, emphasizing that the regulation\u2019s excessive reporting obligations undermine its effectiveness and burden businesses with impractical demands.<\/p>\n<p>Both Austria and Germany are urging the EU to use the postponement period to revise the EUDR. J\u00f6bstl called on the EU to make the regulation more practical and aligned with its stated goals. \u201cAn improved EUDR could reduce unnecessary bureaucracy and allow policymakers to fulfill their promises of efficiency,\u201d he said.<\/p>\n<p>M\u00f6bus emphasized the importance of swift action: \u201cWithout substantial changes, the EUDR risks causing lasting damage to the forestry and timber sectors while failing to achieve its intended objectives.\u201d<\/p>\n<p>The EUDR debate ties into broader discussions about the EU\u2019s Green Deal and its impact on the timber industry. Austrian and German industry leaders support the Green Deal\u2019s emphasis on the bioeconomy and renewable resources like wood but stress the need for balanced policies.<\/p>\n<p>\u201cThere can be no timber construction without sustainable timber harvesting,\u201d J\u00f6bstl pointed out, calling for the Green Deal to reflect the importance of forestry to the EU\u2019s climate and economic goals. Both Austria and Germany have advocated for a more pragmatic approach that balances environmental objectives with the need for economic viability.<\/p>\n<p>The EUDR postponement awaits final approval by the EU Parliament, which is expected to vote in mid-December, followed by the Council\u2019s decision.
