At the end of 2024, the spruce bark beetle crisis continues to flood the forests of Eastern France with large amounts of dry wood, while demand and prices for sawn timber are on the decline. For the past two years, the deterioration in both the volume consumed and the prices has only continued. Many French sawmills, particularly those specialized in white softwoods, are expected to show significant financial losses for 2024.<\/p>\n<p>The reasons primarily lie in the construction sector, which has failed to recover. The individual housing sector is struggling: in 2024, construction starts have decreased by 34% compared to pre-COVID levels. While there seems to be some easing on bank loans, interest rates remain high, and inflation has cooled consumer spending, reducing purchasing power. The renovation sector is starting to feel the consequences, with a slight downturn in activity. The political instability in France is also a factor, as it tends to make people more cautious and hesitant, which has an impact on consumption and investments.<\/p>\n<p>The latest figures regarding sawn timber are not encouraging. Standard roof trusses, which once sold for \u20ac320\/m\u00b3 ex-sawmill, now struggle to find buyers at \u20ac220\u2013230\/m\u00b3 ex-sawmill. Over the past two years, prices have dropped by an average of 30% (see Table 1). By the end of the year, prices may fall further, with some major operators now offering \u20ac210\/m\u00b3 ex-sawmill for the same products. \"Until mid-October, activity was decent, but in the last month, orders have reduced, and we are seeing price pressure,\" said an industrialist from the East who doubts he can maintain current prices for much longer.<\/p>\n<p>The decline is affecting most sawmills, including small and medium-sized ones. \"For 2024, my sawn volume will remain stable, but my revenue will fall by 10% to 12%.\" Jean-Fran\u00e7ois Pachon, manager of the Mouthe sawmill in Doubs, explains that the influx of bark-beetle-infested wood has forced him to produce much more formwork than usual, which requires cutting at a lower yield and results in less valuable assortments than the typical framing wood. Like many others, he will operate his sawmill for 35 hours a week and over four days starting in December 2024.<\/p>\n<p>The situation in neighboring countries is hardly any better, and is even worse in Germany, where the construction sector is in crisis: The Federal Statistical Office reports that only 160,000 units are being built annually, far from the ambitious goal set by German Chancellor Olaf Scholz of 400,000 new homes per year. For German sawmillers, not only is the domestic market absent, but China and the US are no longer importing wood either.<\/p>\n<p>Under these conditions, German sawmills are suffering: the Ziegler group has just filed for bankruptcy (3,200 employees, Europe's largest sawmill in Pl\u00f6ssberg with 2.2 million m\u00b3 sawed on six sawmill lines, \u20ac1.2 billion revenue, 65% of which was exported); and in Germany, there are rumors that Ante Holz may do the same (1,400 employees, \u20ac450 million in revenue).<\/p>\n<p>The Austrians are not doing any better. The year 2024 is expected to be even worse than 2023, when the five major players saw their revenues drop significantly: Binderholz -14%, Pfeifer -32%, Mayr-Meinhof -28%, Hasslachez -19%, Holzind. Maresch -19%. It is highly probable that the current fiscal year will show negative results. \"It\u2019s not working for our neighbors; bark beetles have decimated spruce forests, there is a shortage of spruce, and the wood costs \u20ac110\/m\u00b3 at the factory gate, while domestic demand, exports, and sawmill prices are plummeting.\" For this expert, the consequences of climate change are also raising questions about the viability of mega-sawmills.<\/p>\n<p>In Eastern France, the purchase prices for spruce are much lower than those in Germany. However, sawmills in the Vosges region are struggling to find fresh wood, which explains the price difference with the Jura region. \"We are noticing that volumes of Jura fir-spruce are now being sent to the Vosges,\" says a wood buyer. He describes a two-speed market in the Jura massif: on the one hand, there is an oversupply of large framing timber (2 m\u00b3 to 3 m\u00b3) that is piling up at roadsides, which is leading to a depreciation in price, with prices ranging from \u20ac40\/m\u00b3 to \u20ac50\/m\u00b3 at the roadside.
