Over the last 12 months, cumulative production totaled 10.5 million cubic meters.

For sawmill companies, which export around 80% of their production, raw material costs are the largest expense. The stumpage price of logs in August was 18% higher than a year earlier, while export prices for lumber increased by only 5% during the same period. Since 2010, log prices have risen 40% more than lumber prices.

"Log prices remain very high, even though end-product markets are weak. This creates a challenging equation for sawmill companies. The end of the year and the first months of next year are unlikely to bring a significant positive turnaround in the end-product market," commented Tino Aalto, CEO of the Finnish Sawmill Industry Association.

The Finnish sawmill industry is not alone in its struggles. Other major sawmilling countries in Europe, including Germany, Sweden, and Austria, have also experienced declining production for the third consecutive year. High wood prices and a weak construction sector are causing widespread difficulties across Europe.

Exports slow down while domestic wood use in construction hits record lows

Over the past 12 months, domestic sales of lumber in Finland have amounted to 1.9 million cubic meters. Two decades ago, annual consumption in Finland exceeded 5 million cubic meters. The decline is attributed to reduced construction activity and a decreasing share of wood use in building projects.

Exports fell by 4% in the first eight months of 2024 (January–August). However, due to a 5% rise in export prices compared to last year, the value of lumber exports has remained steady.

The largest export markets in terms of volume during the early part of the year were Egypt, Japan, the United Kingdom, Estonia, China, and Germany. Among these, exports to Egypt, Japan, and Estonia increased compared to the previous year, while exports to China, the EU, the UK, and Algeria declined.

A cautious market recovery is expected no earlier than the second half of next year.

Japan remains a key market for wood products

Japan is one of the world’s most important markets for wood products. Finnish lumber exports to Japan grew by 21% year-on-year during the first three quarters of 2024. Meanwhile, Russian lumber exports to Japan increased by 12%, with particularly notable growth of 33% in spruce lumber, which is crucial for Finnish exporters.

In March 2023, the Finnish Sawmill Industry Association proposed that the EU take stronger measures to encourage Japan to align with sanctions against Russia.

"It is essential for Finnish policymakers to remain proactive in sanction policies. Finland, as part of the EU, must apply pressure to bring Japan into the joint sanctions framework for wood products. Russian wood product flows to Japan need to be cut off immediately," concluded Aalto.

The production of softwood lumber reached 8.1 million cubic meters between January and September, a 1% increase compared to the previous year.
