<\/span>Quebec\u2019s forestry sector is facing heightened concerns as former U.S. President Donald Trump\u2019s re-election could lead to significant challenges for the industry. Trump\u2019s campaign promises included a potential 10% tariff on all imports, including Canadian softwood lumber, with some fearing that the rate could rise as high as 30% in 2025. Already struggling with a 14.54% tariff on lumber at the U.S. border, Quebec forestry companies are worried that these new tariffs could force more plant closures in the province.<\/p>\n

Impact on Quebec's sawmills<\/strong><\/p>\n

\u00c9tienne V\u00e9zina, senior director of forestry at Domtar, expressed the gravity of the situation, explaining that current tariffs are already causing some sawmills in Quebec to shut down. \u201cTariffs are definitely a problem for us,\u201d V\u00e9zina stated, emphasizing the potential consequences of further tariff hikes. If the U.S. tax rises to 30%, he warned, \u201cthere will be difficult decisions to make.\u201d<\/p>\n

Domtar, which employs between 4,000 to 5,000 workers at 24 plants across Quebec, is already seeing the effects. Two of its plants\u2014one in Rivi\u00e8re-aux-Rats (Mauricie) and one in Maniwaki (Outaouais)\u2014are scheduled to close indefinitely just before Christmas, affecting over 500 workers. In La Tuque, at least 375 forestry workers are expected to lose their jobs by December 20.<\/p>\n

Quebec government\u2019s response<\/strong><\/p>\n

In response to the looming tariff threat, Premier Fran\u00e7ois Legault quickly established a \u201cQuebec-United States working group\u201d aimed at defending the province\u2019s interests. This group, which includes multiple ministers, is focused on crafting a strategy to protect Quebec's forestry sector in light of the expected challenges.<\/p>\n

Quebec's natural resources minister, Ma\u00eft\u00e9 Blanchette V\u00e9zina, sought to reassure the industry despite the difficult road ahead. Having previously engaged with the Trump administration on the softwood lumber dispute, she remains hopeful that Quebec can navigate the situation successfully. \u201cWe managed to work with Trump's team in 2016, and I am convinced that we will continue to find ways for Quebec to come out on top,\u201d she said.<\/p>\n

The Quebec Forestry Industry Council (QFIC) is urging both the provincial and federal governments to provide financial assistance to mitigate the impact of the tariffs. QFIC President Jean-Fran\u00e7ois Samray revealed that forestry companies have approximately $2 billion stuck at customs due to U.S. tariffs, and the industry is seeking loans to help bridge the gap. Samray stressed the need for \u201cpredictability\u201d in the industry, particularly given the scale of the investments involved.<\/p>\n

With the housing crisis in the U.S. exacerbating demand for lumber, Samray noted that Canadian softwood remains vital to the U.S. market, especially given the widespread use of cardboard products in stores like Walmart. However, he warned that further taxation on wood products, including pulp and paper, could hurt American households' purchasing power.<\/p>\n

Potential economic ramifications<\/strong><\/p>\n

In addition to the direct effects on the forestry sector, the looming tariff hikes could exacerbate inflation in the U.S. and further strain the economy. As the U.S. faces its own housing shortage, Quebec\u2019s forestry sector hopes to use this opportunity to advocate for the importance of Canadian lumber and mitigate the impact of the tariffs.<\/p>\n

V\u00e9zina echoed the sentiment, urging both Quebec and federal governments to be proactive in defending the forestry industry\u2019s interests. \u201cWe really hope that our governments, both Quebec and federal, will be proactive, take forestry to heart, and defend our interests with the new [American] government that is being put in place,\u201d he said.<\/p>\n
