In view of a potential during the past weeks \u2013 and now formally confirmed as of 25 October 2024 \u2013 registration of imports, increased flows of multilayer parquet from China have been observed in the EU market, potentially with the aim of building-up stocks before the imposition of measures later this year. Such imports could, however, be made subject to retroactive collections of the anti-dumping duties, if the legal criteria are met.<\/p>\n<p>A brief per country recap is provided in the table below.<\/p>\n<table border=\"1\">\n<thead>\n<tr>\n<th><strong>Country<\/strong><\/th>\n<th><strong>Key Issues<\/strong><\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td><strong>Austria\u00a0\u2193<\/strong><\/td>\n<td>After a weak 3rd quarter, Austria experienced a decline in consumption. Forecasts for 2025 are not positive, reflecting low new building construction levels. Raw material costs are stable, but the quality of oak from Croatia is low due to prolonged exposure in wet forests after storms. Energy costs remain high compared to China and the US.<\/td>\n<\/tr>\n<tr>\n<td><strong>Croatia\u00a0\u2191<\/strong><\/td>\n<td>Croatia reports an increase in consumption, although the overall consumption level was very low. The push from construction is not expected to continue in 2025. Croatia faces challenges in finding new markets, especially with the German market performing poorly. Wars and elections create uncertainties, and high costs are associated with poor-quality raw materials. Inflation is present, and salaries are expected to increase next year while energy costs remain high.<\/td>\n<\/tr>\n<tr>\n<td><strong>France\u00a0\u2193<\/strong><\/td>\n<td>French parquet consumption fell significantly during Q1-Q3 2024. The new buildings level remains low, and trends fluctuate based on political events. Wood is available, but wet weather conditions complicate harvesting. High-quality oak is still expensive due to competition with the barrel industry. Energy costs are relatively favorable, thanks to domestic nuclear energy production.<\/td>\n<\/tr>\n<tr>\n<td><strong>Germany\u00a0\u2193<\/strong><\/td>\n<td>There is cautious optimism that the German market may have reached the bottom in Q3 2024. Parquet consumption fell compared to Q1-Q3 2023, with no significant changes expected in 2025 as new building numbers will be half of what they should be. Interest rates may impact renovations, but experts do not foresee an upturn until late 2025 or even 2026. Meanwhile, Chinese imports have increased in anticipation of potential anti-dumping measures.<\/td>\n<\/tr>\n<tr>\n<td><strong>Italy\u00a0\u2193<\/strong><\/td>\n<td>Italian parquet consumption declined during the first three quarters of 2024. Although inflation is lower, purchasing power has decreased, leading to increased consideration of cheaper flooring alternatives. Market conditions vary significantly from month to month. Renovation projects, especially in hospitality sectors in cities like Rome and Milan, are showing improvement, but retail and end-user markets are struggling. Raw material costs remain high, and differentiating between real and fake wood products is increasingly challenging.<\/td>\n<\/tr>\n<tr>\n<td><strong>Netherlands\u00a0\u2193<\/strong><\/td>\n<td>The Dutch market is down compared to the same period last year, which was already characterized by low parquet consumption. While renovations are ongoing, this has not translated into increased demand.<\/td>\n<\/tr>\n<tr>\n<td><strong>Nordic\u00a0\u2193\u00a0Region<\/strong><\/td>\n<td>In Norway, renovation drives demand despite a weak currency. Overall flooring consumption rose by 5% in 2023, although installer availability is a challenge. Denmark has managed past crises well, showing stable investment in housing. Sweden is experiencing a more difficult situation, as households prioritize travel spending over renovations. New building levels have hit rock bottom but are expected to increase slightly by 5% in 2025, which should positively affect parquet consumption in 6 to 12 months. Finland has a pessimistic outlook, with low consumer spending and some closures in new building companies. Overall, Nordic parquet consumption remains negative, showing a decline of 25% in Q1 2024 and 13% in Q2 2024. However, the market should be flat or slightly increasing in 2025, with no issues regarding raw materials. Energy costs are generally down, inflation contained, and interest rates decreasing, which may support new building activities despite reduced immigration.<\/td>\n<\/tr>\n<tr>\n<td><strong>Spain\u00a0\u2193<\/strong><\/td>\n<td>Demand remained stable during Q1-Q3 2024. A shortage of buildings is impacting prices, and a new law is protecting residents from owners\u2019 actions, leading to low investment in new buildings. High energy costs and inflation continue to reduce purchasing power and market opportunities.<\/td>\n<\/tr>\n<tr>\n<td><strong>Switzerland\u00a0\u2192<\/strong><\/td>\n<td>The Swiss parquet market remained flat during the first three quarters of 2024. A stable outlook is expected for 2025, although the situation regarding wood imports from Croatia and the impacts of increasing minimum wages could influence the sector.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p><strong>Looking Ahead: 2025 forecasts<\/strong><\/p>\n<p>The FEP anticipates that conditions will remain challenging in 2025, with overall parquet consumption expected to remain low, especially in countries grappling with inflation, high energy costs, and political uncertainties. However, some improvement in renovation projects could provide a slight boost in demand in specific markets, particularly in the Nordic region.<\/p>\n<p>The next significant event for the European Parquet Federation will be the 69th General Assembly and 49th Parquet Congress, scheduled for June 12-13, 2025, in Stockholm, Sweden.
