With the event co-hosted by ERA Forest Products, McGregor highlighted Japan's growing role in international wood exports, particularly in meeting potential demand increases in China.

Japan, historically a significant importer of lumber, has become increasingly self-sufficient due to a long-term reforestation program launched after World War II to rebuild its forests. This initiative has seen Japan’s forest reserves mature enough for increased harvesting, leading to rising harvest levels over the past 20 years. Japan now supplies about half of its own lumber and plywood needs, an impressive leap in self-sufficiency. McGregor attributes this shift to government-supported initiatives, including subsidies to develop new sawmills and support domestic wood production.

Despite Japan’s rich timber reserves—estimated at a vast 5 billion cubic meters—expanding logging operations poses unique challenges. Japan's fragmented land ownership and high costs for logging have limited the harvest rate, even though theoretically, Japan could double its logging rate sustainably. Furthermore, Japan’s timber industry faces a severe labor shortage, intensifying these operational constraints.

On the demand side, Japan’s population decline has reduced the need for new home construction. In 1990, the country saw around 1.7 million new housing starts annually, but this has dropped to under 800,000 and is projected to decline to 630,000 by the end of the decade. With fewer and smaller family units, there’s less demand for lumber. Though the Japanese government promotes the use of wood in new construction for climate action goals, domestic demand for wood products remains on a downward trend.

Given these domestic conditions, McGregor sees an opportunity for Japan to enter new markets. Japan could start filling some of China’s growing demand for lumber and logs, potentially competing in the U.S. as well. “We see the logging exports increasing over time,” McGregor noted, hinting at Japan’s potential as a rising competitor in global markets for softwood lumber exports.

Western Forest Products, which specializes in cedar, Douglas fir, and hemlock, continues to view Japan as a key market, but the possibility of Japan expanding its export presence in Asia and North America could reshape regional supply dynamics.

At the Global Wood Summit in Vancouver on October 29-30, Don McGregor, Vice President of Sales at Western Forest Products, shared insights into shifting dynamics in the global lumber and log markets.
