On 25 Sep 2024, 29 European associations, including the European Panel Federation (EPF), the European Confederation of Woodworking Industries (CEI-Bois), the European Timber Trade Federation, European Parquet Federation, and more, released a joint statement that urges the European Deforestation-free Regulation (EUDR) to be delayed.<\/span><\/p>\n

In the statement, the signatories acknowledged the importance of EUDR in fighting deforestation. \u201cNevertheless, with less than 100 days remaining until the obligations for operators, traders, and Competent Authorities come into force, we are still grappling with severe legal and market uncertainties,\u201d the statement.<\/p>\n

The reason for calling is delay is the lack of feasibility in implementing the EUDR, and the lack of clarifications so far in how relevant companies affected by the EUDR should comply with the requirements.<\/p>\n

The delay therefore will give all stakeholders in the supply chain more time to adjust their practices \u201cin compliance with the EUDR\u201d, otherwise the adjustments cannot be \u201cachieved at the last minute\u201d, and would \u201cincur a high risk of severe adverse economic outcomes\u201d.<\/p>\n

\u201cWe are still missing adequate responses to our calls for clarity for a workable, harmonised implementation of the regulation. Our concerns have gone unanswered, from the need for a functioning and user-friendly EU Information System to the readiness of benchmarking, especially for low-risk countries,\u201d said the statement.<\/p>\n

\u201cThe current situation clearly shows that implementing the EUDR by the end of 2024 is simply unfeasible and would result in many small businesses being wiped out of the market and job losses in rural areas. Already now, companies are facing paralysing uncertainties when negotiating contracts for next year.<\/p>\n

\u201cIn consequence, serious market disruptions can be expected, which would severely harm European primary producers and downstream industries. This would threaten supply chain security, reduce market access to vital EU food, feed, and forest products as well as the livelihood of rural areas and exacerbate inflationary pressures for consumer goods.\u201d<\/p>\n

This is not the first time European wood and woodworking associations have publicly expressed concern about the EUDR.<\/p>\n

Back in March 2024, 6 European associations, which include the aforementioned associations, signed another signatory about the EUDR. At that time, these associations were worried about designating all countries as \u201cstandard risks\u201d, and ultimately called for the EUDR implementation to be delayed.<\/p>\n

Commission not backing down<\/strong><\/p>\n

Despite mounting pressure and backlash from industries, trading partners, MEPs as well as governments, the Commission insisted it remains focused on having the EUDR be implemented as early as 30 December 2024.<\/p>\n

\u201cThe Commission is still working very hard on preparing the ground for the implementation of this regulation. In particular, we\u2019re discussing a great deal with our partners in third countries,\u201d spokesperson Adalbert Jahnz told reporters in Brussels.<\/p>\n

\u201cObviously, the Commission has not made any proposals to change the Deforestation Regulation at this stage,\u201d Jahnz added, not confirming whether a postponement has been considered or not.<\/p>\n

European People\u2019s Party (EPP) Agriculture Chief Herbert Dorfmann previously told Euractiv that Commission President Ursula von der Leyen would propose a way out of the enforcement deadlock of the EUDR.<\/p>\n

Before that, the EPP issued a statement labelling the deforestation law a \u201cbureaucratic monster\u201d, urging for its immediate delay, citing concerns over \u201cthe jungle of implementing rules\u201d that will apply to several production sectors.<\/p>\n

The implementation of the new regulation will see products linked to deforestation overseas being banned from entering the EU market. Targeted products include coffee, cocoa, beef, soy and palm oil.<\/p>\n

Astronomical costs<\/strong><\/p>\n

Exporting countries such as Brazil, Malaysia and Indonesia have warned that the regulation could act as a trade barrier, affecting small farmers and disrupting supply chains.<\/p>\n

In an overview of the potential EUDR economic impact on the EU feed chain and livestock sector regarding soybean meal supplies, the European Feed Manufacturers\u2019 Federation (FEFAC) forecasted a \u20ac2.25 billion total cost for soy supplies for the EU market in Q1\/Q4 2025.<\/p>\n

According to FEFAC, atypical low market offers for Q1 2025 deliveries could lead to supply disruptions, with the EU\u2019s 2025 demand for 30 million tons of soybean meal unlikely to be met with EUDR-compliant products.<\/p>\n

Legal uncertainties surrounding the regulation have increased costs for suppliers. Prices have potentially been raised by 5-10 per cent, and such a thing could result in an extra cost of \u20ac750 million to \u20ac1.5 billion for soybean meal.<\/p>\n

The \u20ac2.25 billion extra cost forecasted by FEFAC takes into account the rising of alternative protein sources, including rapeseed meal, sunflower meal, and amino acids, with a serious economic impact on the competitiveness of the EU\u2019s livestock sector.<\/p>\n

The risk of supply chain disruption varies by region: low-medium risk for North America, medium risk for Argentina, Brazil, and Paraguay, medium-high risk for Ukraine, Serbia, and the EU, and high risk for West Africa, India, and China.<\/p>","protected":false},"excerpt":{"rendered":"
