New regulations introduced by the European Union are set to significantly impact the import of wood products, including softwood and hardwood lumber and panels, potentially disrupting trade with foreign suppliers.<\/span><\/p>\n

The EU Deforestation Regulation (EUDR), which was enacted in December 2022 and came into effect in June 2023, will begin full enforcement on December 30, 2024. This regulation applies to the import of wood and wood products into the EU, as well as other commodities like cattle, cocoa, coffee, palm oil, rubber, and soy.<\/p>\n

Under this regulation, exporters must provide evidence that the wood products shipped to the EU originate from logs harvested from land not subjected to deforestation. Deforestation is defined by the regulation as the conversion of forested land to other agricultural uses, and forest degradation is described as any structural alteration of forest cover, including the conversion from naturally regenerating forests to planted forests.<\/p>\n

Exporters are also required to ensure that all products comply with the laws of the supplying country, including those related to land use, environmental protection, and labor rights. Additionally, exporters must submit due diligence statements that include the exact geolocation of the forests where the wood was harvested, with coordinates specified to at least six decimal places. Information on the tree species and the harvest date or time range must also be provided.<\/p>\n

Failure to provide the necessary documentation could result in significant consequences. EU customs will not release wood product imports lacking the required information, and exporters may face storage charges, have their products returned, or be subject to other penalties.<\/p>\n

A memo from the European Timber Trade Federation, circulated to many exporters last June, emphasized the urgency of gathering the necessary documentation, stating that without this information, wood product exports to the EU would be prohibited after December 30, 2024.<\/p>\n

Various trade organizations in the United States and Canada, including the Southern Forest Products Association, the American Hardwood Export Council, USDA, Natural Resources Canada, and the Quebec Wood Export Bureau, are currently negotiating on behalf of North American exporters affected by these regulations.<\/p>\n

However, concerns are mounting. A sales manager from a major Western Canadian producer mentioned in July that most species exported to Europe would not meet the current regulation criteria, especially those dependent on old-growth forests like Cedar and Hemlock. Southern Pine exporters are also worried that the new rules would disqualify suppliers who source logs from small landowners. One experienced Southern Yellow Pine exporter predicted that many companies may abandon the EU market in favor of larger markets in the Middle East, North Africa, and Asia if the regulations remain unchanged.<\/p>\n

In response to these challenges, U.S. trade officials sent a letter to the EU Commission in May, urging a delay in the enforcement of the EUDR until these substantial issues are resolved, noting that U.S. exporters are struggling to meet the new requirements in time.<\/p>","protected":false},"excerpt":{"rendered":"
