{"id":88044,"date":"2024-09-05T09:43:15","date_gmt":"2024-09-05T09:43:15","guid":{"rendered":"https:\/\/tin.happy-projects.ro\/austrias-sawmill-industry-and-timber-trade-suffer-from-weak-construction-industry-eu-bureaucracy\/"},"modified":"2025-09-18T17:28:51","modified_gmt":"2025-09-18T17:28:51","slug":"austrias-sawmill-industry-and-timber-trade-suffer-from-weak-construction-industry-eu-bureaucracy","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/austrias-sawmill-industry-and-timber-trade-suffer-from-weak-construction-industry-eu-bureaucracy\/","title":{"rendered":"Austria\u2019s sawmill industry and timber trade suffer from weak construction industry &amp; EU bureaucracy"},"content":{"rendered":"<p>\"The sawmill industry has been holding its own in a difficult environment for almost two years,\" is how DI Markus Schm\u00f6lzer, Chairman of the Austrian sawmill industry,<span id=\"more-36198\"><\/span> describes the situation in the industry on the occasion of International Wood Day 2024 and explains: \"The construction industry remains weak and our sales prices are stagnating, while the costs of raw materials, energy and personnel have risen significantly.\" Austria's sawmill industry produced 10 percent less sawn timber in 2023, and a slightly increased production volume is expected for 2024. The timber trade paints a similar picture. \"We are currently facing sales and revenue losses in almost all areas. The recession in the construction industry and in industry is putting a strain on our members,\" says KR Franz Teuschler, Deputy Chairman. of the Austrian timber trade and adds: \"The packaging sector is doing better than construction, but has come under pressure.\" The foreign markets that are important for the timber industry also saw a setback in 2023 for the traditionally export-oriented companies in the sawmill industry and timber trade. Exports of softwood sawn timber, the basis for many construction applications, fell by 8 percent. A slight recovery began in 2024: up to May, softwood sawn timber exports had increased in volume by 8 percent. However, the increased costs could not be compensated for in sales.<\/p>\n<p><strong>Active economic policy<\/strong><\/p>\n<p>Despite the weakness of the construction industry, Schm\u00f6lzer is confident about wood as a building material: \"Interest in building with wood remains high, but the financing costs of construction are too high. Anyone who builds with wood builds sustainably, builds with a renewable raw material and stores carbon in a long-term and stable manner. In addition, the high degree of prefabrication enables shorter construction times with less dust and noise.\" It is all the more important that the sawmill and wood industry is also economically successful. \"Our companies must start earning money again and use their capacities efficiently, otherwise the wood value chain and thus Austria as a business location are threatened with considerable damage,\" warns Schm\u00f6lzer and emphasizes: \"We are calling on the next federal government to adopt a more active economic policy with impulses for housing construction and renovation measures that increase value creation in the country.\"<\/p>\n<p><strong>EUDR<\/strong><\/p>\n<p>The EU Deforestation Regulation, or EUDR for short, is causing headaches for the sawmill industry and the timber trade. \"In more than 12 months after it came into force, the EU Commission has not managed to answer key implementation questions in such a way that our companies can apply the EUDR in a legally secure and economical manner,\" criticizes Schm\u00f6lzer, adding: \"Our companies do not have the time that has passed so far to take measures and, for example, adapt their IT systems. It is therefore fair and necessary that our industry is given a longer implementation period of at least 12 months.\" In the timber trade, data and supplier protection is causing massive uncertainty. Teuschler explains: \"It cannot be the case that a trader has to disclose all of his upstream suppliers to his end customers. Only the auditing authority should have access to this. Otherwise, market participants could be bypassed and forced out of the market. So far, there has been no proposal from the EU Commission on this problem.\"<\/p>\n<p>The sawmill industry and timber trade are sticking to their fundamental criticism of the EUDR. \"Large-scale deforestation is taking place on other continents, but in Austria and Europe forests have been growing for decades. Nevertheless, our members must prove that the wood they process did not come onto the market through deforestation. The fundamental problem with the EUDR is that it does not add any value compared to the amount of bureaucracy involved. It is completely unclear whether and how the EUDR will ever be technically and legally feasible,\" Schm\u00f6lzer points out. Teuschler emphasises: \"The EUDR is an attack on the many small, medium-sized family businesses that shape the Austrian economy. It is another example of excessive bureaucracy and is damaging to the idea of \u200b\u200ba common Europe.\"<\/p>\n<p><strong>Green Deal with the timber industry<\/strong><\/p>\n<p>The Green Deal, the previous roadmap for EU climate and environmental policy, has not lived up to the initially positive assessment in the timber industry. Some political initiatives of the European Union relating to forestry can lead to restrictions on forest management. This would either involve placing large forest areas under even stricter legal protection and restricting forest management, or it would involve accelerating carbon buildup in the forest. \"We are calling on the EU to make a clear commitment to sustainable forest management. Without timber harvesting, there can be no climate-friendly timber construction. And without forest management, there can be no climate-fit forests. Therefore, the previous Green Deal resolutions should be adjusted if they disproportionately restrict the use of the renewable and sustainable resource wood. We need a Green Deal that guarantees reliable and economical availability of raw materials,\" demands Schm\u00f6lzer.<\/p>\n<p>\"The approach of strengthening the bioeconomy and expanding the use of wood is positive,\" emphasises Teuschler, adding: \"Climate protection, resource conservation, circular economy and sustainable management; the forestry and wood industry can contribute a lot to these goals. We therefore expect the newly elected EU Parliament and the new EU Commission to engage in dialogue with practitioners and issue fewer orders over our heads in the future.\"<\/p>\n<p><strong>Facts about the sawmill industry<\/strong><\/p>\n<p>Austria's sawmill industry consists of more than 1,000 companies. A large proportion of these have been in family hands for generations and represent a broad spectrum of companies: from global market leaders to numerous small and medium-sized companies. The sawmill industry employs around 10,000 workers in rural areas in Austria and ensures stability and prosperity in the regions.
