This disruption is poised to heavily impact Canada's forest product exports, a sector valued at C$45.5 billion in 2022, highlighting its importance to the national economy.

The negotiations between CN, CPKC, and the TCRC began in early 2024, as the current labor agreements were set to expire. Over the summer, discussions focused on key issues like scheduling, fatigue management, and worker safety. However, the parties could not reach an agreement before the September 2024 deadlines, leading to the lockout on August 22, 2024.

Canada, the second-largest country by land area, relies on its extensive rail network to move crucial commodities, including grain, automobiles, potash, and coal. Each year, Canadian railways transport approximately C$380 billion ($277 billion) worth of goods. The labor stoppage is expected to cause significant disruptions to supply chains across North America, affecting a range of industries.

CN, the leading rail carrier of forest products in North America, depends heavily on transporting lumber, pulp, and paper, with over 10% of its revenue connected to the housing market. The ongoing labor dispute could severely disrupt the supply of these essential goods, potentially worsening supply shortages in Canada and the United States. In particular, lumber shortages may slow down construction projects and drive up costs, putting further strain on the housing market.

The forest sector is already feeling the effects of the lockout. Mercer International, a pulp producer, is exploring alternative transportation methods as part of its contingency plans. Meanwhile, Conifex Timber has cut back its sawmill operations in Mackenzie, British Columbia, due to uncertainties about rail transport.

In the short term, the lumber market may experience price increases as production slows down due to transportation issues. If the labor dispute continues unresolved, the resulting shortages could lead to further price hikes.

Moody's has estimated that the combined work stoppage at CN and CPKC could cost the Canadian economy C$341 million daily. With roughly 75% of Canadian exports heading to the U.S., much of which relies on rail transport, the economic impact could be far-reaching. Forest products, a significant component of this trade, could face serious delays, disrupting supply chains across North America, particularly in the construction and manufacturing sectors.

Canada’s largest railroads, Canadian National Railway (CN) and Canadian Pacific Kansas City (CPKC), have locked out over 9,000 workers after failing to secure new labor agreements with the Teamsters Canada Rail Conference (TCRC).
