The UK government, led by Prime Minister Keir Starmer, is facing pressure from traders to adopt a British version of the European Union's Deforestation Regulation. This comes despite serious concerns that the European legislation could exclude small farmers and producers from the market.<\/span><\/p>\n

The Retail Soy Group (RSG) , which includes supermarket giants Tesco and Sainsbury's , has urged the UK's new environment minister, Steve Reed , to finish drafting a new law on commodities at risk of deforestation, while the minister is not yet in his first 100 days in office. The lack of an equivalent law on deforestation in the UK \u201ccontributes to further uncertainty in the market and hampers efforts by retailers to meet shared commitments to prevent deforestation and land-use change. Further inaction risks the UK becoming a dumping market for deforestation-related goods'. The debate highlighted some of the regulatory dilemmas the UK faces post- Brexit .<\/p>\n

Rishi Sunak's Conservative government, defeated by K. Starmer's Labor Party in the July election, had planned to copy the EU's carbon border tax, while its Online Safety Act was modeled after the EU's Digital Safety Act.<\/p>\n

R. Sunak's administration had prepared the \"Forest Risk\" goods law with similar provisions to the EU regulation, which prohibits companies from using illegally produced goods from deforested areas and requires the creation of a reliability check system for each product. However, the law was not tabled until the UK general election and is not included in the Starmer government's first legislative programme.<\/p>\n

At the same time, pressure is still on for the European Union to either delay or revise the Deforestation Regulation. In mid-August, Fairtrade International called on the European Commission to take into account the situation that the upcoming anti-deforestation law will harm small producers. Fairtrade International said it was \"deeply concerned\" that some producers \"will be excluded from the European market or pushed out of supply chains not because they farm on deforested land, but because it will be difficult for them to identify, collect , manage and submit the required data'.<\/p>\n

The organization called on the EC to \"fix the shortcomings of the regulation and help the millions of small farmers at risk\".<\/p>\n

The European Union's Non-Deforestation Products Regulation covers cocoa, coffee, palm oil, cattle, rubber, soya and wood, as well as a range of products such as leather, chocolate, charcoal and printed paper that are produced, using the relevant raw materials.<\/p>\n

The adoption of the law was the culmination of years of campaigning by politicians and activists to move Europe towards more responsible business practices. The law (Deforestation Regulation) will enter into force in January 2025. Initially, it will only apply to large companies, requiring them to audit their international suppliers and publish annual due diligence reports to guarantee that no deforestation has taken place.<\/p>\n

Officials in Ivory Coast and Ghana (which produces more than 55% of the world's cocoa beans) say they will be ready to enforce the law. However, there are legitimate concerns that producers in the coffee industry are far less prepared to comply with the regulation.<\/p>\n

In April this year, EU Environment Commissioner Virginijus Sinkevi\u010dius reported on several EU-funded programs to help C\u00f4te d'Ivoire and Ghana meet the new due diligence standards.<\/p>\n

Ethiopia, a major coffee producer, is one of a number of developing countries seeking to negotiate an extension of the Deforestation Regulation with the European executive. This would allow more time for compliance.<\/p>\n

In Europe, the governments of 20 countries wrote to the European Commission before the June European Parliament elections with a request to amend the Deforestation Regulation, fearing that European farmers would also need more time to comply with the regulation's requirements.<\/p>\n

On the other hand, traders have warned that prices are already being raised under the influence of the regulation, as buyers stock up on easy-to-store goods, such as coffee and cocoa beans, in order to avoid possible problems in the future.<\/p>","protected":false},"excerpt":{"rendered":"
