<\/span>In 2025, less wood may appear on the market in Poland than in previous years. According to the general director of the Polish State Forests, Witold Koss, the institution plans to implement new rules for the sale of wood raw material, which is a response to the guidelines of the Ministry of Climate and Environment. The aim of these actions is primarily to promote local wood processing and limit its export outside the European Union.<\/p>\n

New timber sales system<\/strong><\/p>\n

The introduction of a new timber sales system from 2025 is one of the key actions of the State Forests, aimed at adapting the sector to ecological requirements and securing the domestic market. As Witold Koss informed, these changes were largely supported by the timber industry. The proposed regulations include, among others, increasing the share of non-price criteria in the sales process and introducing new rules regarding the history of timber purchases by entrepreneurs.<\/p>\n

Ban on exporting timber outside the European Union<\/strong><\/p>\n

One of the most significant proposals is to introduce a three-year ban on timber exports outside the European Union, which would apply from January 1, 2025 to December 31, 2028. The State Forests have asked the Ministry of Climate and Environment to urgently implement this regulation in order to protect the domestic market and provide more raw materials for local businesses.<\/p>\n

Forest protection and reducing timber supply<\/strong><\/p>\n

Plans for 2024 assume the harvest of about 40 million cubic meters of wood, which is comparable to the results from 2023. However, Koss notes that in reality the supply of wood may be slightly lower. This is due to, among other things, the expansion of forest areas under protection and the lack of approved forest management plans in dozens of forest districts.<\/p>\n

New regulations for entrepreneurs<\/strong><\/p>\n

The State Forests also plan to introduce an additional GTU group to the regulation of the Minister of Finance, which will allow for better control over the trade in unprocessed wood. Entrepreneurs buying raw material will be required to submit declarations as to whether they process wood in Poland and to accept control from the State Forests. The new rules are intended to prevent the export of raw material outside the EU, which could negatively affect the domestic wood market.<\/p>\n

Changes in the timber sales system<\/strong><\/p>\n

From 2025, timber sales will take place in two rounds, instead of three, as was the case in 2024. The share of timber offered in the offer sale to entrepreneurs with a purchase history will also increase, from 70 to 75 percent. In addition, non-price criteria, such as local processing of the raw material, will gain in importance.<\/p>\n

Impact on entrepreneurs<\/strong><\/p>\n

These changes may be met with mixed reception among entrepreneurs. On the one hand, the new regulations are intended to support the local economy and protect the environment, on the other hand, they may pose a challenge to large companies that rely on raw materials from different parts of the country.<\/p>\n

The changes introduced by the State Forests are aimed at securing the domestic timber market, protecting forest resources and promoting local processing of the raw material. The implementation of new regulations, including export restrictions and modifications to the sales system, will affect the entire timber sector in Poland.
