The State Forest Management Center (RMK) in Estonia faces criticism for its long-term contract negotiation and price-setting rules, which fail to ensure timber is sold at market prices as required by the Forest Act. <\/span>The National Audit Office's latest report highlights missed opportunities for higher revenues from timber sales.<\/p>\n

The audit revealed that timber sold under long-term contracts from 2017 to 2022 was priced up to 30% lower than timber sold at public auctions. This price discrepancy was not influenced by the volume sold, as both large and small volume buyers did not receive systematically lower or higher prices, respectively.<\/p>\n

Further findings show RMK's contract negotiations did not favor companies offering better prices. Bids exceeding the average weighted bid price by more than 15% were either rejected or reduced, and RMK did not set a starting price based on market value during negotiations, which should have been transparent to all bidders.<\/p>\n

Additionally, conflicting methods for determining the market price between the Ministry of Climate and RMK have caused confusion. RMK initially claimed it was impossible to determine a market price but later defined it as the price offered in the conditional quantity round of long-term contracts, typically lower than the actual market price. The Ministry of Climate believes that a market-reflective price is achievable regardless of the sales method.<\/p>\n

The National Audit Office's audit also exposed that RMK entered into confidential pre-agreements with companies, ensuring them consistently low prices over extended periods. This practice resulted in unequal treatment, potential corruption, prohibited state aid, and reduced profitability for RMK.<\/p>\n

To address these issues, the National Audit Office recommends RMK conduct long-term contract sales through public auctions and adopt a transparent methodology for setting starting prices. RMK acknowledges the need for improved transparency but maintains the significance of long-term contracts in Estonia's timber market. RMK plans to develop an electronic bidding environment and explore changes to the long-term contract process by July 2025.<\/p>\n

In 2023, RMK accounted for about one-third of Estonia's timber market, generating \u20ac303.5 million in revenue and paying \u20ac75 million in dividends to the state treasury.
