Georgia has unexpectedly increased its import volumes in the European birch plywood market. Even at the beginning of last year, not much birch plywood was imported from the country.<\/span><\/p>\n

The EU started investigating the illegal import of Russian birch plywood via Kazakhstan and Turkey in August 2023. These countries have not previously been significant exporters of that type of plywood either.<\/p>\n

In 2022, the EU imposed sanctions on Russian wood raw material and wood products due to Russia's war of aggression. In addition, the EU had set an anti-dumping duty on Russian birch plywood already in 2021 to combat unfair trade.<\/p>\n

As a result of the investigation, the European Commission extended the anti-dumping duty on Russian plywood to Kazakhstan and Turkey. The decision entered into force in May and was based on the circumstantial evidence presented by the Woodstock consortium of the European birch plywood industry about the Russian origin of birch plywood. The consortium also includes the Finnish UPM Plywood.<\/p>\n

\"The decision of the European Commission has been an important and wonderful thing. UPM Plywood has played a big role in that along with a few other European plywood manufacturers,\" UPM Plywood's business director Mika Kekki said in an interview for the Finnish media.<\/p>\n

An anti-dumping duty of 15.8 percent was imposed on birch plywood coming through Kazakhstan and Turkey. Importers will subsequently have to pay a duty corresponding to Russian products for all illegal birch plywood imported after August 2023.<\/p>\n

\"We are talking about millions of euros,\" says Kekki.<\/p>\n

After the European Commission's decision, trade from Turkey and Kazakhstan has decreased.<\/p>\n

Import quantities are monitored<\/strong><\/p>\n

According to Kekki, import quantities of birch plywood have been closely monitored in case of circumvention of regulations. Since the end of last year, the import of plywood from Georgia to the European market has increased.<\/p>\n

Before the Commission's decision, imports from Kazakhstan reached a peak of almost 15,000 cubic meters per month. About 5,000 cubic meters of birch plywood were imported from Georgia in January-March.<\/p>\n

\"Until a year ago, at the beginning of the year, virtually no plywood was imported from Georgia to Europe. It tells about the fact that it (imports of Russian plywood) have partially moved there.\"<\/p>\n

The entry of Russian birch plywood into the European market has caused unfair and illegal competition for European producers. According to Kekki, the authorities have supervisory responsibility for the regulations set by the EU. In his opinion, industry players also have a responsibility to be active if competitors act dishonestly.<\/p>","protected":false},"excerpt":{"rendered":"
