The Polish Chamber of Commerce of the Wood Industry has presented an in-depth analysis of the economic repercussions associated with the proposed policy to exclude 20% of Polish forests from logging. This analysis also outlines potential strategies to compensate for the resultant timber shortages and mitigate other adverse effects of the forest and wood policy.<\/span><\/p>\n

The ruling political coalition has included provisions in its agreement that would significantly impact Polish forestry and the wood industry. These provisions entail excluding 20% of the most valuable forest areas from logging, limiting the export of unprocessed wood, prioritizing domestic wood usage, banning the commercial burning of wood, instituting social supervision over forests, and initiating a program to restore swamps and peat bogs.<\/p>\n

Minister of Climate and Environment, Paulina Henning-Kloska, has begun implementing these provisions, starting with a moratorium on logging in several locations covering 1.3% of state-managed forests. However, this decision has led to local protests due to the absence of prior economic and social impact analyses. Despite the moratorium\u2019s limited scope, concerns have been raised about the broader implications of excluding 20% of forests from logging.<\/p>\n

During the National Forest Conference held in April, various stakeholders expressed a range of views on forest protection. Some called for immediate protection of the 20% of forests, while others highlighted the need for active forest reconstruction and maintaining current wood harvest levels. No voices opposed increased forest protection, but many emphasized the necessity of a balanced, sustainable approach that considers economic impacts.<\/p>\n

Despite the conference discussions, Minister Henning-Kloska announced further unconsulted decisions, including plans to exclude forest areas around nine cities from logging. The Polish wood industry advocates for protecting naturally valuable forests but stresses the need to maintain the current volume of harvested wood to support the economy.<\/p>\n

The current wood harvest from Polish forests stands at 47.015 million cubic meters annually, with 90% sourced from state-managed forests. Excluding 20% of forests from logging could reduce wood harvesting by about 7 million cubic meters annually, valued at approximately EUR 495 million (PLN 2.3 billion). This reduction could severely impact the wood industry, which contributes significantly to the Polish economy.<\/p>\n

Poland is a leading European manufacturer of wooden products, including windows, doors, garden architecture, floors, wood-based panels, packaging, and furniture. The wood and furniture industry\u2019s annual production value exceeds EUR 39.6 billion (PLN 178 billion), with a substantial export component. Any restriction on wood supply would ripple through these industries, potentially reducing production by EUR 6.16 billion (PLN 27.7 billion) annually and jeopardizing 70,000 jobs.<\/p>\n

Additionally, limiting access to wood could increase reliance on less eco-friendly substitutes like metals and plastics, which have higher carbon footprints. The shift from wood to these materials could negatively affect climate goals, as wood products typically store carbon for decades, while new forests continue to sequester CO\u2082.<\/p>\n

To mitigate the wood deficit, several strategies are proposed: restricting roundwood exports, reducing wood use in energy production, intensifying use of economically viable forest areas, and limiting passive forest protection to primary forests. Implementing these measures could help sustain wood availability while enhancing forest protection.<\/p>\n

The Chamber of Commerce also recommends spreading the introduction of new protected areas over a decade, combined with verification of forest management plans. This approach would ensure that economic impacts are carefully assessed and managed.<\/p>\n

In summary, while the exclusion of 20% of forests from logging aims to protect valuable natural areas, it poses significant economic risks. Maintaining current wood harvest levels is crucial for the economy, and any changes must be carefully planned and implemented. The proposed strategies offer a balanced approach to achieving both conservation and economic objectives.<\/p>\n

Moreover, the economic impact extends beyond immediate job losses and reduced production capacity. The broader supply chain, including transportation, logistics, and auxiliary services, would also suffer disruptions. Poland's international trade relations may also be affected by changes in forest policy. As a major exporter of wood and wood products, shifts in logging practices could alter trade dynamics with key European Union partners and other global markets. Transparency and stakeholder engagement are essential to mitigate potential negative impacts on international trade.<\/p>\n

Communities dependent on forestry for their livelihoods represent another critical consideration. Many rural areas in Poland rely heavily on the forestry sector. Any significant changes in forest management policies could have profound social and economic consequences for these communities, necessitating targeted support and transition programs.<\/p>\n

Finally, aligning national policies with global environmental goals is imperative.
