Most recently, the Hessian state parliament passed an FSC moratorium on May 16. <span id=\"more-35423\"><\/span>It is therefore foreseeable that FSC certification in state forests will soon be suspended.<br \/>\nThe natural benefits, the consequences for employees and the costs are to be evaluated by March 2028. The decision was made following a short-termProposal by the CDU\/SPD coalition governmentin March, the FDP parliamentary group also made such a demand. The state-owned company HessenForst has been FSC-certified since 2015 - and also meets the requirements of the PEFC seal.<\/p>\n<p><strong>The FSC standard is not flexible enough<\/strong><\/p>\n<p>Forestry Minister Ingmar Jung believes the moratorium is urgently needed: \"The FSC standard is currently not flexible enough to adequately take the consequences of climate change into account. Climate change is happening faster than the natural adaptability of trees. That is why the forest needs our help. This help must be quick, decisive and based on scientific criteria. To do this, we must create the necessary freedom.\" Requirements and restrictions, such as those imposed by FSC certification, make reforestation more difficult. The planting of proven species such as Douglas fir or red oak, for example, is severely limited. Foresters are not allowed to take some measures because they contradict guidelines that are inflexible.<\/p>\n<p>According to Jung, the requirements for tree species, wood use, plant protection and driving through forest areas are no longer up to date in the view of many practitioners. They make work in the forest more difficult, which is already a major challenge given the enormous forest damage. Certification also involves a lot of bureaucracy due to audits and documentation. Last but not least, the German FSC requirements are stricter than those of our European neighbors.<\/p>\n<p><strong>Social standards not sufficient<\/strong><\/p>\n<p>In their motion, the CDU and SPD also justify the moratorium on the grounds that FSC can no longer guarantee social standards because the social chamber of FSC Germany can no longer perform its duties following the withdrawal of IG BAU and the Quality Association for Forest and Landscape Care.<\/p>\n<p><strong>FSC Germany: Dispute over forest standards and personnel policy<\/strong><\/p>\n<p>In the coalition agreement, the government elected in autumn 2023 already decided to roll back some of the forestry policy projects of the previous black-green government. These include the logging moratorium in old beech forests and the designation of the national natural monument \"Green Belt Hesse\". The state government also intends to review and adapt the latter shortly.<\/p>\n<p><strong>FDP and forestry entrepreneurs welcome the decision<\/strong><\/p>\n<p>The FDP parliamentary group welcomed the state parliament's decision. The certification of state forests according to FSC has neither ecological advantages nor does it make economic sense. The Hesse Forestry Entrepreneurs Association described the suspension of FSC certification as a clear signal of the politicians' trust in the Hesse forestry industry and its players - and as a message with nationwide appeal.<\/p>\n<p>The forestry entrepreneurs' association AfL Hessen sees the suspension of FSC certification not only as a clear signal of political confidence in the Hessian forestry industry and its actors, but also as a message with nationwide appeal.<\/p>\n<p><strong>Greens and nature conservation associations express strong criticism<\/strong><\/p>\n<p>The Greens, which was the only parliamentary group in the state parliament to vote against the motion, criticized the decision as expected. The state forest is coming under further pressure as a result of the state government's actions. With the FSC seal, the state has proven for years that it manages its forests in a particularly sustainable manner.<\/p>\n<p>The Hessian nature conservation associations are appalled. The WWF called the state government's actions hair-raising. It shows the greatest possible ignorance of improved forest management. The state government was only confirmed a few days ago in the forest condition survey that the Hessian forests are in a catastrophic state. It is high time that a new Federal Forest Act sets uniform national guidelines for near-natural forest management.<\/p>\n<p>Claudia M\u00e4vers, the chairwoman of the IG BAU regional office, criticizes the fact that the government coalition is justifying the suspension of FSC certification with, among other things, IG BAU's withdrawal from FSC. She clarifies: \"IG BAU's withdrawal is the result of the behavior of individual FSC actors, i.e. a disagreement regarding internal processes. The criticism is expressly not directed against the usefulness of the FSC and the effects of the certification.\"<\/p>\n<p><strong>DeSH welcomes the decision<\/strong><\/p>\n<p><span>The German Sawmill and Timber Industry Association (DeSH) and the State Advisory Council for Timber in Hesse welcome the decision taken last week by the Hessian government factions CDU and SPD and the FDP to suspend FSC certification in Hessian state forests until March 2028. In view of the acute forest damage, a review of the objectives, the certification requirements and the additional administrative effort is urgently required and at the same time creates space for testing suitable forestry measures to accelerate the adaptation of forests to climate change.<\/span><\/p>\n<p><span>\"The publication of the forest condition report last week made it more than clear that 'business as usual' cannot be an option for sustainable forest policy. Climate change has the forests firmly in its grip and even the tree species that have been the most promising to date are increasingly suffering from the effects of heat and drought. The efforts made to date for forest conversion must therefore be expanded and made more flexible,\" explains DeSH Managing Director Julia M\u00f6bus. \"The fact that the Hessian state government has decided to subject the FSC certification of the state forest to an audit is very welcome in view of this development. Because rigid specifications do not help anyone in the current situation.
