In a joint campaign "Hands off the Federal Forest Law", the largest organizations of German forest owners and managers point to the threats to the protection and sustainable use of forests contained in the requirements of the new German Forest Law.

In a statement, the forest owners emphasize: "If the federal government's plans for more regulation and bureaucracy are implemented, the transformation and protection of urgently needed climate-resilient forests will no longer be possible in many places."

"In plain language, these plans mean 'more bans, more rules, less common sense.' We want to protect sustainable forests and eliminate the "jungle" of regulations, so we say, "Hands off the Federal Forest Act!" No one needs a new forest law, least of all the forest itself," says Max von Elverfeld, federal chairman of the Land&Forst family companies.

This campaign is also supported by the AGDW - the Association of Forest Owners, which represents approximately two million forest owners in Germany.

Interest groups of forest owners criticize not only the impractical requirements included in the new law. A special study concluded that the considerations of the German Federal Ministry of Food and Agriculture, including restrictions on the choice of tree species or restrictions on other freedoms of forestry and activity, are unconstitutional. Thus, a precedent has been set for resolving the situation through court.

Actualities in the wood market

German foresters report that wood prices in Germany fell in April as supply exceeded demand. This happened for various reasons. In addition, the threat from bark beetles is increasing again. All this is happening in parallel with the burdens created by the country's new forest policy. Forest owners and managers are very worried about this situation.

In April, due to the good supply of logs, many sawmills reduced the prices of softwood lumber. Sawlogs of the main spruce sawlog assortment category are currently reaching prices that average €93-103/m³, according to the German forest owners' associations. They are up to 10 euros lower than a month ago.

The situation is still very tense in the market of sawlogs and lumber processing products. The large volume of roundwood and the faster execution of roundwood contracts were also the reason why roundwood prices fell in April, explain representatives of German forest owners' organizations.

In many places, the purchase of wood is done only conditionally. Wood stockpiles created in recent months can only be realized gradually. After logging was severely limited at the end of last year due to difficult weather conditions, most of the logging took place in the first months of this year. The concentration of logging has partly caused the excessive use of wood transport, which, of course, also affects the overall economic situation.

Therefore, the possibilities of selling spruce logs are currently decreasing compared to previous months. Therefore, the German forest owners' associations strongly recommend to coordinate with the wood buyers the time schedules and the volumes to be delivered.

Energy wood and industrial wood price pressure. Threat of bark beetle infestation

Due to the warm winter, energy wood consumption was significantly lower than expected. This, of course, created problems in the sale of wood chips. In addition to significant price reductions, only small volumes are currently available for sale.

Regionally, firewood prices also decreased. As a result, deliveries are delayed. Industrial roundwood prices in Germany are also under pressure. Both softwood and hardwood pulpwood prices are falling.

Many German forest owners indicate that due to the high temperatures this spring, it can be predicted that the period of development of bark beetles has been significantly extended. In many places, the first flights of insects are taking place. Since bark beetles have a very high breeding potential, it is very important that no piles of logs are left in the forest.

In 2023, a total of 70.6 million cubic meters of wood were produced in German forests. This means a decrease in logging by 10.3% compared to the previous year (78.7 million cubic meters in 2022). According to the Federal Bureau of Statistics ( Destatis ), the main reason for the decrease at that time was less active logging due to forest damage.

For German foresters and forest owners, despite the difficulties in eliminating the consequences of forest damage, another problem has appeared – the government’s plans to “impose” stricter requirements and restrictions.
