The Polish wood sector has been in crisis for years.
\nIn September 2021, by decision of the Director of the State Forests, the rules for selling wood in Poland changed.<\/span> The document was created unannounced, without consultation with the industry, and influenced over 350,000 people employed in the sector and millions of consumers using the services of wood industry companies.<\/p>\n

The State Forests increased the base (starting) prices in all forms of wood sales for 2023. Currently, wood prices in Poland are among the highest in Europe, which threatens the sector with loss of competitiveness.<\/p>\n

''In the face of the economic collapse, the above-mentioned activities resulted in the loss of competitiveness of products and, as a result, a decline in sales and a reduction in employment. Generating very high profits by the State Forests at the expense of the entire wood industry during the crisis brings on balance a reduction in revenues to the state budget,\" say representatives of the Coalition for Polish Wood .<\/p>\n

High wood prices<\/strong><\/p>\n

The Polish State Forests, despite clear requests from the industry resulting from the deep economic crisis, have not lowered the starting prices for 2024. They are currently much higher, up to 40%. in relation to wood prices in Germany, the Czech Republic, Slovakia and Latvia.<\/p>\n

The outbreak of war in Ukraine and the related sanctions imposed on Russia by the European Union further complicated the situation. As a result of the war, we lost many sales markets, many important customers, and an important source of wood and biomass supplies .<\/p>\n

January 8 this year The Ministry of Climate and Environment decided to temporarily limit or suspend logging in 10 areas. Climate Minister Paulina Hennig-Kloska declared that this is an emergency measure, and the ministry is working on a systemic solution that will include more areas subject to suspension or limitation of logging.<\/p>\n

''It was a surprising and disappointing decision for the entire industry. No one consulted this decision with the social and economic side,'' said Jaros\u0142aw Michniuk, president of the management board of Paged, a company from the furniture industry.<\/p>\n

''We see and hear announcements of changes in line with our demands and we understand that time is needed to implement changes, but paradoxically, the situation for our industry has not only not improved recently, but has further deteriorated. Prices are still at the highest level in Europe, FSC has not yet returned to Polish forests, and in addition, new forest areas have been excluded and the supply of wood for the next trimester has been reduced. And all this is happening during an ongoing deep crisis. The industry can no longer wait for concrete effects of its actions,'' he added.<\/p>\n

Drop in sales<\/strong><\/p>\n

In the furniture industry alone, the value of production sold in 2023 amounted to PLN 64 billion (EUR 14 billion), which means a decrease of 6% compared to the previous year. In order to save profitability and adapt to the reduced number of orders, furniture companies were forced to reduce employment - from April 2022 to December 2023, 18,000 jobs were reduced, and the further expected reduction of jobs is approximately 5,000, only in 2024.<\/p>\n

There were also group layoffs in the wood-based boards industry and in the paper and cellulose industry. The value of exports decreased by 3%, reaching PLN 62.2 billion (EUR 13.6 billion). Another major challenge for the entire sector are the announced restrictions on obtaining wood raw materials, reaching up to 20%.<\/p>\n

The wood industry in a broad sense is of key importance for the Polish economy - there are over 40,000 companies creating approximately 350,000 jobs, mainly in rural areas and small industrial centers. The industry generates almost 6% GDP and over 15 percent export revenues. Wood is of strategic importance for the Polish economy and should be treated as such.<\/p>\n

\"Currently, there is a lack of active government actions and appropriate legal regulations that would stimulate the development of the wood industry. The State Forests generated large profits at a time when the timber industry was dramatically losing competitiveness. It is estimated that raw materials worth PLN 1 produce products worth PLN 12 after processing. It is necessary to look at the whole phenomenon from above and take into account the revenues to the state budget from both forestry and industry. This could increase the benefits for the national economy and society.
