This reduction reflects the impact of higher interest rates and subdued global economic growth, shaping a challenging landscape for the industry. Looking ahead to the first half of 2024, prospects remain uncertain, with lingering difficulties anticipated for the forest sector.

A concerning development is the recent fall in lumber prices, dropping below US$400 per thousand board feet, notably hitting the break-even point for many producers in both British Columbia and the United States. Notably, the U.S. southern region is facing financial losses, surpassing the challenges encountered by B.C. mills. Despite expectations, lumber demand has not rebounded in 2024, attributed largely to the continued influence of high interest rates, which restrain new housing construction. Forecasts indicate that housing starts are anticipated to decrease this year compared to the previous, deviating from earlier predictions.

The forest sector outlook underscores the magnitude of the decline in Canadian lumber output, with a significant drop of 21.2% in the first nine months of 2023 compared to 2022, with British Columbia's production plummeting by 26.5%. This downturn also reflects in softwood lumber exports, which decreased by 7.7%, mainly due to diminishing output in British Columbia.

Various factors contribute to this decline, including forest fires, beetle infestations, and governmental policies such as old-growth logging moratoria. The reduction in British Columbia's Crown timber harvest is particularly alarming, dropping from 65 million cubic meters in mid-2016 to just 32.5 million cubic meters by the end of 2023. The outlook for the Crown timber harvest in 2024 is projected to be below 30 million cubic meters, signaling ongoing challenges.

Despite acknowledging the role of forest fires and beetle infestations in reducing British Columbia's fiber basket, the report attributes part of the decline to government policies, including old-growth logging moratoria and landscape planning, which are perceived to favor urban voters. The report also highlights deficiencies in forest stewardship and industry incentives.

The United States remains the largest market for British Columbia lumber, followed by Japan and China. Lower demand for lumber in the U.S. drove down North American lumber prices, resulting in curtailments in higher-cost mills. Notably, Canadian lumber exports to the U.S. and Japan decreased, while exports to China experienced a slight increase.

Economic growth is expected to be modest in the coming years, with forecasts projecting global economic growth of 2.4% in 2024 and 2.5% in 2025. U.S. real GDP growth is forecasted to be 1.6% in 2024 and 1.7% in 2025, while China's growth is expected to decline from 5.3% in 2023 to 4.5% in 2025.

Looking ahead, analysts anticipate a challenging first half of the year, with expectations of further curtailments in North American sawmills aimed at rebalancing supply and demand. Despite the difficulties, cautious optimism remains for potential improvements in the industry's prospects in the latter part of the year.

Throughout much of 2023, Canadian lumber output saw a significant decline, exceeding 20% compared to the previous year, particularly noticeable in British Columbia.
