But one of the most popular surfing towns, San Sebastian in the Basque Country, was home to this spring's meeting. For those who have been interested in the forests of Southern European countries, it is clear that forestry is quite active in the Basque Country. Softwood species similar to their Swedish \"relatives\" in both size and appearance are found in the region.<span id=\"more-35043\"><\/span><\/p>\n<p><span lang=\"LV\">In March of this year , the representative of the foresters of Northern Sweden, G\u00f5lin\u00a0<em>Carina<\/em>\u00a0Christiansen , participated in the meeting of foresters organized by the Union of Southern European Forest Owners (USSE), where it was repeatedly emphasized that there are approximately 20 million forest owners in the European Union. Many of them are in Spain, which has as much forest area as Sweden, namely 27 million hectares.<\/span><\/p>\n<p><span lang=\"LV\">In the Basque Country, in San Sebastian, most of the countries of the European Union were represented, where forestry is an important sector of the national economy. The meeting was also attended by scientists and representatives of forest certification organizations<\/span><\/p>\n<p><span lang=\"LV\">As one of Spain's biggest problems discussed is the situation of forest owners who earn too little (or nothing) from their forest and do not have the financial means to manage it. Forests are often completely neglected. As a result, they are overgrown, unkempt, and the ground cover is flammable. A particularly dangerous situation arises during the hot season, when there are very high chances of fire outbreaks due to the high temperature.<\/span><\/p>\n<p><span lang=\"LV\">According to reports from Spain's Castilla-Lyon region, grant programs related to forest management have so far not worked satisfactorily, leading to the risk of fires that are difficult or even impossible to control. Unmanaged forests also increase the risk of insect infestation, which means disease outbreaks can occur, as well as, of course, fires. Both require urgent action, often at the expense of taxpayers.<\/span><\/p>\n<p><span lang=\"LV\">One of the solutions would be the development of organic agriculture, which, combined with active forestry, could also ensure the sale of dry materials from the forest floor.<\/span><\/p>\n<p><span lang=\"LV\">Speaking about active forest management: \"It is difficult for both politicians and the public to understand that the forest needs to be developed in order to restore it. Understanding and education in this area is extremely low,\" says lawyer and forest owner Leire Salaberria Isasi, head of the Southern European Forest Owners' Union. According to her, forestry should be included as a subject in schools, so that society starts to understand what a forest is and how it should be properly cared for right from school.<\/span><\/p>\n<p><span lang=\"LV\">The Swedish forest industry and some of Sweden's major political parties have also criticized several of the eight EU laws related to forests and forestry introduced in the last couple of years. The owners of forests in Southern Europe were no less irritated.<\/span><\/p>\n<p><span lang=\"LV\">In the rather irritated atmosphere that was observed, with many participants of the meeting claiming that the European Commission does not listen to objections and dissenting opinions, the representative of Sweden, G\u00e4lin Karin Kristiansen, emphasized that it is still possible to influence a more positive solution at the European level.<\/span><\/p>\n<p><span lang=\"LV\">\"I am in favor of improving the situation and influencing decisions in the direction desired by foresters. This can be done with the right approach and coordinated action. Many of the submitted European Union legislative proposals had become completely different when they were finally voted on,\" GK Kristjansen emphasized in the panel discussion of the meeting.<\/span><\/p>\n<p><span lang=\"LV\">At the same time, the representative of Sweden emphasized the risk that exists if many laws are adopted in a short period of time and the impact assessment on forestry in European Union countries and individual regions is not carried out. In particular, she mentioned the Deforestation Regulation of the European Union as an example of ill-conceived regulation.<\/span><\/p>\n<p><span lang=\"LV\">Markus Lier, a Finnish forestry expert from the European Commission's Directorate General for Agriculture, who was present at the meeting, repeatedly emphasized that he had come to listen to forest owners and managers. Regarding the criticism of the Deforestation Regulation, he pointed out that some of the problems, for example regarding the definition of primary forest, can be blamed on the European Parliament, which chose to expand this definition despite objections.<\/span><\/p>\n<p><span lang=\"LV\">Basque forestry expert Oskar Azkarate Zabalo (\u00a0<em>Oskar Azkarate Zabalo<\/em>\u00a0) emphasized that the Basque Country has active forestry and therefore there are no big problems with forest fires. OA Zabalo is the president of Baskegur, the professional association for the forestry industry in the Basque Country, covering the entire value chain from forest properties to bioenergy companies.
