{"id":87436,"date":"2024-03-29T09:13:37","date_gmt":"2024-03-29T09:13:37","guid":{"rendered":"https:\/\/tin.happy-projects.ro\/majority-of-eu-states-support-postponement-of-eudr\/"},"modified":"2025-09-19T09:01:47","modified_gmt":"2025-09-19T09:01:47","slug":"majority-of-eu-states-support-postponement-of-eudr","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/majority-of-eu-states-support-postponement-of-eudr\/","title":{"rendered":"Majority of EU states support postponement of EUDR"},"content":{"rendered":"<p>A majority of EU agriculture ministers are urging the EU Commission to initially put the deforestation regulation on hold.<span id=\"more-35017\"><\/span><\/p>\n<p>The EU Commission wants to reduce bureaucracy, but the next bureaucratic monster is already on the way with the planned EU Deforestation Regulation (EUDR), and not only forest farmers and the timber industry are affected.<\/p>\n<p><strong>More and more bureaucracy for forest owners?<\/strong><\/p>\n<p>According to the Austrian Ministry of Agriculture, for example, under current regulations, a cattle farmer in a mountainous area would have to provide the GPS geolocation of the farm location where the cattle were raised for every piece of cattle that he sells. The planned duty of care provides for this. The butcher or slaughterhouse must then ensure that the cattle were raised on deforestation-free land and also check this in a risk assessment.<\/p>\n<p>Selling a few tree trunks to a carpenter, for example, also involves significantly more effort for small forest owners. According to the planned EU rules, for each tree he must provide the exact GPS geolocation including the scientific botanical name of the tree species(s). This also applies if the trees do not come from a forest area. According to the Austrian Forestry Minister Norbert Totschnig, this cannot be explained to a small forest farmer.<\/p>\n<p><strong>EU deforestation regulation: 20 EU countries are in favor of the stop<\/strong><\/p>\n<p>Therefore, at yesterday's Agricultural Council (March 27th), Austria presented a demand paper together with the forest-rich countries Finland, Italy, Poland, Slovenia and Sweden. The EU Commission should initially put the deforestation regulation on hold. Around 20 member states have commented positively on the six countries' initiative, and 15 countries support it.<\/p>\n<p><strong>Minor limits required<\/strong><\/p>\n<p>The suspension is intended to give the countries and the EU Commission more time to check whether and how a practical implementation is possible. The Deforestation Regulation aims to reduce and control deforestation of rainforests. From the point of view of many EU states, the implementation in the individual EU member states is now developing into a pure bureaucratic harassment for farmers and foresters, as well as small, medium-sized and large companies in the wood industry. The six countries specifically demand, among other things, a significantly longer implementation period. They also demand that smaller forest owners, for example up to 0.5 hectares, be exempt from documentation requirements. In general, farmers and foresters should not be subject to the duty of care.<\/p>\n<p>The Austrian Forest Association recently started an online petition against the EUDR.<\/p>\n<p><strong>Petition against EU deforestation regulation: Forest owners fear useless bureaucracy<\/strong><\/p>\n<p>According to current plans, the EU states should implement the EU Deforestation Regulation by the end of 2024. EU Agriculture Commissioner Janusz Wojciechowski pointed out in the Council debate that in the recently presented guidance document, the administration was already addressing some of the concerns of the EU states, especially with regard to the definition of agricultural use. He assured that the Commission would try to resolve further problems amicably.<\/p>\n<p><strong>Exceptions necessary for EU states<\/strong><\/p>\n<p>From Austria's perspective, the \u201cwelcome and desired\u201d goal of the Deforestation Ordinance to significantly reduce the deforestation of the rainforest in the Amazon is counteracted by a completely excessive and impractical implementation for the member states. There are massive ambiguities and legal uncertainties that make practical application and implementation impossible.<\/p>\n<p>Austria's forestry minister is also demanding that EU states such as Austria, where there is no risk of deforestation, be exempt from the deforestation regulation. \u201cOver the past 50 years, Austria\u2019s forest area has increased by a total of 330,000 hectares.
