While each shutdown is often viewed in isolation, it is imperative to understand the collective impact and magnitude they represent.<span id=\"more-34997\"><\/span> The American Loggers Council (ALC) asserts that these closures are not merely isolated incidents but symptoms of a larger, more serious condition plaguing the U.S. timber and forest products industries.<\/p>\n<p>Addressing these closures solely from the perspective of the direct impacts on mill workers and local communities overlooks the ripple effects on the logging sector that sustains these facilities. The ALC emphasizes that tracking these shutdowns is crucial as it serves as a barometer, revealing the profound impacts and losses experienced by logging companies. Furthermore, when mills shut down, logging companies are forced to follow suit, ultimately resulting in detrimental effects on forest health.<\/p>\n<p>Multiple factors contribute to the decline of the U.S. timber and forest products industries, according to the ALC. These include government policies, regulations, trade practices, federal timber supply constraints, and relentless litigation. While there have been instances of new mill constructions and expansions, the ALC warns against assuming these developments serve as equal offsets. Merely comparing lost production volume to new or expanding outputs without considering geographic displacements or differing timber specifications does not accurately reflect the true extent of the losses and impacts.<\/p>\n<p>A brief summary provided by the ALC showcases nearly 50 closures (see below), reductions, or curtailments of forest products mills and facilities over a 15-month period, resulting in the loss of tens of thousands of jobs directly and indirectly. As a consequence of these closures, the United States has emerged as the leading global importer of softwood lumber, with significant imports from countries like Canada, China, and Brazil.<\/p>\n<p>The ALC underscores the importance of maintaining and supporting existing forest products markets as a primary objective in economic development. However, achieving this goal necessitates addressing the underlying issues contributing to the industry's decline, including harmful government practices.<\/p>\n<p>Drawing an analogy to the medical field, the ALC emphasizes the principle of \"Do No Harm.\" They assert that current government practices are exacerbating the decline of forests, environment, and economy. However, they propose a prescription for recovery, advocating for forest management treatments and promoting the utilization of all wood fiber removed from forests. According to the ALC, implementing these measures will not only improve the economy, environment, and forest health but also rejuvenate the timber and forest products industries.<\/p>\n<p>The ALC urges Congress and the Administration to take decisive action by enacting policies and legislation to address these issues. Failure to do so, they warn, risks perpetuating the decline of rural jobs and forest health.<\/p>\n<p>Furthermore, the ALC emphasizes the potential of the forest-based bioeconomy in replacing lost legacy markets and transitioning to renewable fuels and products.
