<\/span>The EUDR came into force last year and is scheduled to be applied at the end of 2024.<\/p>\n

Immediately after its adoption, the German Timber Trade Association (GD Holz) pointed out that there were still many unanswered questions regarding the implementation of the EUDR and that the time horizon therefore appeared to be extremely ambitious.<\/p>\n

\u201cWe share the goals of the EUDR, namely to prevent illegal logging and deforestation worldwide, but the path to implementation involves excessive bureaucratic effort, and the EU Commission has not yet done its homework in many areas and time is running out \u201c, says\u00a0GD Holz\u00a0Managing Director Thomas Goebel.<\/p>\n

According to\u00a0GD Holz, the guidelines urgently needed for practical implementation are currently missing. A catalog of questions and answers that is important for everyone involved is now available, but in many places it is considered inadequate and impractical and does not answer the essential questions.<\/p>\n

According to participants in the pilot test, the \u201cinformation system\u201d presented by the EU for submitting due diligence declarations does not work satisfactorily. An interface to the EU Commission for the purpose of transferring relevant due diligence data is currently being developed, but here too the time horizon is ambitious.<\/p>\n

Another important aspect in fulfilling the duty of care is the assessment of the general risks in the supplying countries, says\u00a0GD Holz.\u00a0According to the rules of the currently valid EUTR, this is left to the wood importers themselves; the Corruption Perception Index (CPI) is usually used as a guide. With the EUDR, the EU Commission now wants to classify it into \u201clow, normal and high risk\u201d. As\u00a0GD Holz has\u00a0heard from well-informed circles, this classification is being delayed, which makes it even more difficult to fulfill the already complex duty of care if all imports are to be fundamentally classified as \u201cnormal risk\u201d.<\/p>\n

In addition, many suppliers are currently not in a position to provide the required data (especially geo coordinates), says\u00a0GD Holz.\u00a0What makes matters worse is that, for example, B. China makes it more difficult or completely bans the transfer of geodata for security reasons, the association reports. Although coordinates are available there in some cases, there are no official conversion factors to convert these coordinates into the format required by the EU. And even if this were successful: Chinese coordinates contain a source of error. As a result, the coordinates always deviate from reality by several hundred meters in a random direction.\u00a0GD Holz urges the\u00a0EU to find a solution here.<\/p>\n

Although wood imports through the EUTR already have years of experience in fulfilling the duty of care, the new EUDR will once again lead to considerable additional effort in document management and information gathering (including geodata), says\u00a0GD Holz. The EU Commission's self-imposed obligation, according to which an old regulation is eliminated \"one in one out\", is only correct in terms of the balance, but the content and requirements increase significantly.<\/p>\n

The European Timber Trade Association (ETTF) and other associations have already addressed the EU Commission directly in an open statement to request a postponement of the entry into force of the EUDR - GD Holz agrees with the considerations described.<\/p>","protected":false},"excerpt":{"rendered":"
