The reported intention of the EU to delay the implementation of a risk-based approach, crucial for ensuring compliance with the EUDR, has drawn criticism from industry stakeholders.<span id=\"more-34901\"><\/span><br \/>\nAccording to the article, the EU plans to designate all countries as \"standard risk\" temporarily, ostensibly to provide them with more time to adjust to the new Regulation. However, this delay in country risk benchmarking, a fundamental aspect of the EUDR, is viewed as counterproductive by the woodworking industries. They argue that such delays will only lead to additional costs and administrative burdens for market actors and competent authorities without providing any tangible benefits.<\/p>\n<p>One key aspect highlighted by the woodworking industries is that regardless of whether commodities are sourced from standard or high-risk countries, market actors face the same due diligence obligations. Thus, the perceived advantage of delaying country risk benchmarking does not hold true, as no simplified procedures are envisaged for standard risk countries compared to high-risk ones.<\/p>\n<p>The differentiation between standard and high-risk countries primarily affects the control and verification obligations of competent authorities. While authorities must control 9% of relevant commodities from high-risk countries, the figure drops to 3% for commodities from standard-risk countries. However, the identification of low-risk countries holds significant implications for all actors involved. Sourcing from low-risk countries allows market actors to benefit from simplified due diligence, while competent authorities can reduce controls to 1%.<\/p>\n<p>The challenges in implementing the EUDR are further underscored by the EU's struggles in fulfilling its own commitments under the Regulation. Benchmarking the risk level of countries, especially identifying low-risk countries, remains an urgent task. Moreover, the development of the EU's Information System, intended to support EUDR implementation, requires significant improvement to ensure reliable and secure handling of commercially sensitive information.<\/p>\n<p>Additionally, uncertainties regarding the transition from the EU Timber Regulation (EUTR) to the EUDR, particularly concerning the sale of legally sourced timber, need clarification. It is crucial that the EU Information System accommodates this transition without imposing retrospective data submission requirements on downstream producers.<\/p>\n<p>In conclusion, while the European Woodworking Industries fully support the objectives of the EUDR and oppose deforestation and forest degradation, they express regret over the administrative complexities it has engendered. Urging EU institutions to delay EUDR implementation for operators and traders, they call for amendments to streamline bureaucratic processes and provide adequate adaptation time.
