In a recent interview the Deputy General Director of the Polish State Forests (\u00a0<\/span>Lasy Pa\u0144stwowe<\/span><\/em>\u00a0) for forest management issues,\u00a0<\/span>Jerzy Fijas\u00a0, informed that changes in the wood sales system of the State Forests \"are necessary, and work in this direction has begun\".\u00a0The first changes in the rules of the wood sale system will be made at the end of 2024.\u00a0On the other hand, general changes will become mandatory from the beginning of 2025.\u00a0The Polish State Forests have indicated that the tenders for 2025 should be held already in the fall of 2024, so the announcement of the decision is expected in September of this year.<\/span><\/span><\/p>\n

J. Fijas informs: \"Currently we are in the middle of the \"second third\" of the plan's procedures.\u00a0The year 2024 is divided into three intervals of four months each.\u00a0The first third as the timber sales period ends in April.\u00a0At the same time, the contracting procedures for the second third of the year begin and we have to prepare for the next one, the closing third of the year.\u00a0Changes to the system cannot be made immediately, as this would threaten the stability of the industry's supply, especially given the social problems faced by the Polish State Forests.\u00a0We are getting signals from the market that suggest changes are coming.\u00a0The industry points to issues related to the provision of timber trade, the volume of raw material allocated for free sale and the correction of policy and requested pricing algorithms\u201d.\u00a0Je\u017ei Fijas assured that the foresters are working on solving these issues.<\/span><\/span><\/p>\n

Important<\/span><\/strong><\/span><\/p>\n

The Deputy General Director of the Polish State Forests reiterated that the State Forests have started work on the creation of a new wood sales system for 2025.\u00a0Some of the planned changes are also considered to be implemented in the last third of 2024.\u00a0\"What we will be able to do this year will be implemented systemically, but we are very definitely preparing for 2025 to create a new wood sales offer.\"<\/span><\/span><\/p>\n

When asked what the possible changes would entail, J. Fijas explained: \"We will answer when all the necessary information and analysis of the situation is available.\"<\/span><\/span><\/p>\n

\"We operate under certain legal conditions.\u00a0The Office of Competition and Consumer Rights Protection (UOKiK) also inspects us.\u00a0We have already tried to get rid of the \"chokes\" of the sales system, it was UOKiK that limited us,\" emphasized J. Fijass.<\/span><\/span><\/p>\n

When will the FSC forest certification system return?<\/span><\/span><\/strong><\/p>\n

J. Fijas pointed out that the wood industry, especially furniture manufacturers, is also impatiently waiting for the restoration of the FSC certification system in the national forests.\u00a0It is one of the two forest management certification systems used in Poland, which additionally certifies that the wood is sustainably harvested.\u00a0Currently, four national forest regional directorates can use the FSC label.\u00a0At the same time, the certificate of the second system - PEFC - is available for all 17 directorates.<\/span><\/span><\/p>\n

The representative of the Polish State Forests explained that the agreement on the use of the FSC certificate in the regional directorates of Szczecin and Katowice has been terminated.\u00a0The business and social environment of the State Forest expects that the FSC certificate will be renewed as a priority in the Bialystok Regional Directorate.\u00a0\"When it comes to the Bialystok regional directorate, the problem is bigger, because this structural unit has actually terminated the current contract, which expired on December 31, 2023.\u00a0This means that the certificate renewal has to be restarted, which will take some time.\u00a0We don't want to go back to history, we are looking for an opportunity to conclude an agreement with\u00a0<\/span>FSC International<\/span><\/em>\u00a0, which grants the certificate on the basis of partnership,\" said Jerzy Fijas.<\/span><\/span><\/p>\n

After a meeting with\u00a0representatives of\u00a0<\/span>FSC International\u00a0<\/span><\/em>in Lasy Pa\u0144stwowe<\/span><\/em>\u00a0, a working group was formed to prepare solutions for the renewal of FSC certification in forest management throughout the country.<\/span><\/span><\/p>\n

What about the supply of wood in Poland?<\/span><\/span><\/strong><\/p>\n

J. Fijas explained that it is not possible to increase the supply of wood on the market all the time.\u00a0\"Everyone should be aware that the use of resources has its limits and it is not possible to increase them indefinitely.\u00a0Steps should be taken to efficiently use already existing raw materials, such as recycling, closed-loop economy, saving on current raw material purchases.\u00a0It is important to use wood less in the production of large amounts of electricity,\" he emphasized.<\/span><\/span><\/p>\n

Most of the wood harvested in the Polish State Forests is intended for entrepreneurs and is purchased on the Forestry and Timber Portal (70% of the offered volume) and at auctions (30%), which together make up approximately 80% of the total offer of the Polish State Forest Company\u00a0<\/span>Lasy Pa\u0144stwowe<\/span><\/em>\u00a0.\u00a0The remaining 20% \u200b\u200bis sold in retail, which is mainly intended for individual customers.<\/span><\/span><\/p>\n

Entrepreneurs who have a so-called procurement history, those who have already purchased timber from state forests in previous years, can make purchases on the Forestry and Timber Portal (PLD).\u00a0In system auctions, timber can be purchased by all entrepreneurs, including new ones, with no purchase history.\u00a0Timber that has not been sold through the Forestry and Timber Portal can also be purchased at auctions.\u00a0Entrepreneurs can also buy raw material in e-timber auctions, which are held constantly, however the offers of forest plots are irregular and often refer to small volumes of raw materials.\u00a0The portal also sells so-called wood residues (intended for the production of wood chips) and raw material that was not previously foreseen in logging plans, but obtained in sanitary fellings or fellings carried out as part of the elimination of the consequences of disasters (for example, snow plows or storms).<\/span><\/span><\/p>\n

In October 2023, the Polish State Forests published new timber sales regulations 2024-2026.\u00a0for the year.\u00a0In 2024, tender sale procedures will take place three times a year, instead of twice as before.\u00a0A new rating related to the degree of processing of the timber has also been introduced.<\/span><\/span><\/p>","protected":false},"excerpt":{"rendered":"
