However, over the last four years, B.C. has witnessed a substantial decline in lumber exports to China. Analysts, focusing on global wood markets, anticipate limited improvement until 2025, as revealed by a comprehensive outlook on China's lumber markets, developed in collaboration with the Australian forestry consulting firm Margules Groome.

The forthcoming outlook, set to be published next month, will project the supply, demand, and prices for logs and lumber in China up to 2035.

Despite the decline in lumber exports, China remains a major purchaser of B.C. pulp and paper, accounting for nearly half of the B.C. pulp and paper exports in 2022, totaling $2.1 billion out of $4.4 billion.

The decline in lumber exports to China is attributed to China's housing market dynamics. From 2012 to 2018, B.C. consistently exported over $1 billion worth of softwood lumber to China annually. However, in 2019, these exports dropped to $758 million, continuing to decrease, with only $295 million worth of lumber exported to China in 2022.

B.C.'s lumber exports to China peaked in 2013 at around 7 million cubic meters, and by 2023, this figure is expected to be less than 1 million cubic meters. This decline is influenced by a shortage of beetle wood for low-grade products destined for China and a decreased demand for construction.

Approximately half of B.C.'s lumber exports to China were designated for construction lumber, primarily used in activities like concrete forming. However, the decline in new home construction in China over the past few years, coupled with the depletion of cheap beetle-killed pine supply in B.C., has contributed to the reduction in logs and lumber imports to China.

China's log imports also witnessed a decline, from 48 million cubic meters in 2021 to 28 million cubic meters in 2023. Russia, previously a major supplier of logs to China, implemented a ban on raw log exports in 2021, resulting in a significant shift in market dynamics.

Northern Europe, with approximately 33% of the market share for log exports in 2021, benefited from an abundance of spruce bark beetle kill, similar to the situation in B.C. However, much of this resource has been exhausted. New Zealand has become a prominent player in the log market, with a 40% market share in 2021, expected to increase to over 60% in the coming years.

Canada, described as a "marginal player" in the log market, held just a 3% market share globally in 2021. As China faces challenges accessing the required logs for its lumber production, it may resort to importing more finished lumber in the absence of a significant pickup in its home construction industry.

Despite a lack of confidence in the Chinese homebuilding sector at present, there is an anticipation of a gradual improvement starting in 2025. Consumer confidence is cited as a key factor expected to recover over time, leading to a slow upward trajectory after a potential bottom-out in 2024.

Until recently, China stood as the second-largest market for British Columbia (B.C.) wood products, considering both lumber and pulp and paper.
