The EU Deforestation-Free Supply Chain Regulation (EUDR) will soon replace the EU Timber Trade Regulation (EUTR).\u00a0A study by the Th\u00fcnen Institute examines the effects of the EUDR on companies in the timber sector and control authorities in the EU as a result of the new regulations. <\/span>The EUDR concept adopts the basic approach of the EUTR, but aims to eliminate vulnerabilities that previously left loopholes for non-compliant companies.<\/p>\n

The study compares the specifications of both regulations and examines the question of whether and how the weaknesses of the EUTR were remedied by the successor regulation.\u00a0The effects on companies in the wood sector and the control authorities in the EU are examined.\u00a0The study finds that the EUDR closes some important loopholes that existed in the EUTR.\u00a0This is mainly due to three elements: the introduction of mandatory digital registration combined with control options for customs authorities;\u00a0the increase in liability obligations in EU internal trade;\u00a0and reducing the scope of EU member states in national legislation and enforcement of the regulation.<\/p>\n

However, the EUDR creates significant additional burdens for companies and control authorities.\u00a0This is due to both significantly expanded reporting requirements and an enormous expansion of the scope of application.\u00a0It remains unclear how much the EUDR will affect the procurement costs of EU companies and, as a result, their product prices - and to what extent this can trigger trade shifts in favor of less regulated countries.<\/p>\n
