Romania's wood industry is grappling with an unprecedented crisis in 2023 as production levels spiral downward and prices skyrocket, leading to concerns about the sector's future and its broader impact on the national economy.<\/span><\/p>\n A 30% decrease in the wood industry, considering its direct contribution to Romania's economy at 1.5% of GDP, is so substantial that it alone leads to a 0.5% decrease in Romania's GDP. When considering indirect and induced contributions, the impact is even greater, resulting in over a 1% decrease in Romania's GDP and a proportional reduction in state budget revenues.<\/p>\n This was followed by aligning wood prices with market rates for both sawn timber and firewood, with average bid prices exceeding 400 lei per cubic meter as the national average in auctions organized by RNP-Romsilva. Furthermore, RNP-Romsilva did nothing to ease the wood market by offering additional volumes, and the agency was one of the beneficiaries of these developments. This short-term thinking by RNP-Romsilva, despite signals pointing to the impact of these developments on the long-term sustainability of the wood industry, exacerbated the situation.<\/p>\n Almost all contracts for standing timber purchased at high prices in the autumn of 2022 were terminated in recent months, with an estimated volume of 1.8 million cubic meters, impacting economic operators in the wood industry.<\/p>\n However, the primary wood market remained attached to high prices, both for firewood and softwood used in construction, as well as hardwood for the furniture industry. Log prices have not decreased sufficiently for the wood industry based on exports to regain its competitiveness. The revitalization of the firewood market, as autumn approaches, keeps prices at a high level.<\/p>\n The decline in Romania's wood industry production continues.<\/p>\n As the decline in wood production persists, the Romanian wood industry faces an uncertain future. The market has contracted, relying primarily on domestic consumption, and continues to be plagued by artificial factors, including cumbersome environmental assessment procedures for forest management plans and a lack of simplification in the sale of wood from smaller properties and non-national forest vegetation.<\/p>\n The crisis is further compounded by looming challenges, including the introduction of a new Forest Code project with unclear provisions and excessive criminal sanctions, and the impending implementation of a government decision in December 2023 obliging the reevaluation of forest management plans that have not undergone proper environmental assessment. This could result in a reduction of available wood volumes during the review period.<\/p>\n The Romanian Ministry's approach, characterized by populist measures against illegal logging, has also drawn criticism.
