But since the regulation is in force, we will of course comply with it,\" says Maija Rantameki, head of international and EU forest affairs at the Finnish Forest Industry Federation.<\/p>\n<p>The European Union's Deforestation Regulation was published in June. It came into effect later that month. The purpose of the regulation is to minimize the role and influence of the EU in the reduction of world forest areas and forest degradation.<\/p>\n<p>The regulation stipulates that there must be adequate documentary evidence that the production of each wood product has not degraded forests. Examples of degradation are the use of forest land for agriculture or the conversion of \"primitive forest\" into commercial forest. Appropriate evidence must be provided for each forest property from which raw wood has been supplied for the production of a product.<\/p>\n<p>In the Ministry of Agriculture and Forestry of Finland, the implementation of the regulation is prepared by Viktors Harvio, a senior specialist. According to him, it is important to distinguish between deforestation and forest degradation, as both are mentioned in the regulation. For the Finnish forest sector, for example, the issue of forest degradation is more important.<\/p>\n<p>The regulation stipulates that entrepreneurs, traders and forest owners dealing with raw wood or wood products must have information from which forest areas the specific wood used in the production of the product has been supplied.<\/p>\n<p>\"This information must be transferred to the European Commission. In addition, a certificate of due inspection must be submitted, stating that the forest has not been degraded,\" informs Maija Rantameki.<\/p>\n<p>After receiving these documents, the EC will assign a reference number with which the specific logging operation will be identified. It allows to identify the area of \u200b\u200bthe forest in which logging has been done. A forestry company producing forest products will link the reference number to the batch number of their product. Reference numbers and declarations of reliability must be kept for five years.<\/p>\n<p>The source of raw material for each product must have an individual identification number.<\/p>\n<p>\u201cIn other words, every board, food packaging carton or office paper that comes into the shop must have an ID so that when this ID is sent to the competent authority, it can find the reference number and cut. Thus, the controlling institution will be able to make sure that the product is not related to deforestation or forest degradation,\" stresses Maija Rantameki.<\/p>\n<p><strong>In Finland, the competent authority is likely to be the Finnish Food Service<\/strong><\/p>\n<p>Even before the regulation came into force, the forest industry started to prepare. Systemic details for wood products will be developed during the transition period until the end of 2024. A considerable amount of red tape has to be created. A single batch of product may require thousands or even tens of thousands of reference numbers.<\/p>\n<p>\"There is a very valid concern about the amount of reference numbers needed,\" says Victor Harvio.<\/p>\n<p>Maija Rantameki believes: \"Interesting times await us.\" ...but... \u201cThere is no going back. Once the regulation is adopted, we will follow it as a matter of course,\" she emphasizes.<\/p>\n<p><strong>Forest certification is not considered a sufficient control mechanism<\/strong><\/p>\n<p>A vivid example is the packaging of the paper used in the copier. Depending on the grade, it can be made from 3-4 different grades of pulp coming from different mills.<\/p>\n<p>The paper manufacturer must ensure that each mill has submitted a declaration of due diligence for each bale of pulp used. Likewise, the pulp mill must determine the source of the wood raw materials used in accordance with the procedures set forth in the regulation, not only with regard to the felling that the company has developed itself, but also with regard to wood from the secondary market. It is wood purchased, for example, from a sawmill that has logged and obtained not only round wood, but also wood fiber, which is not usable for it, but is sold further. Reference numbers will also be needed for wood chips produced by sawmills and sold to pulp mills.<\/p>\n<p>In Finland alone, significantly more than 100,000 reference numbers will be needed each year, as that is how many logs are developed each year across the country. From one felling, you can get wood for countless products. It is not yet clear whether one cut will be identified by the same reference number in all these products.<\/p>\n<p>What is the rationale behind this huge bureaucracy? Couldn't this issue be resolved with the help of forest certification systems such as PEFC or FSC?<\/p>\n<p>\u201cWe proposed it, but the EC could not use it. The European Commission does not trust forest certification enough and does not take it into account,\" explains Maija Rantameki.<\/p>\n<p><strong>Controls to be carried out worldwide<\/strong><\/p>\n<p>The Regulation contains many detailed requirements. \u201cIf a forest property is less than four hectares, only its geographical location is required to receive a reference number. But if it is bigger, the process is more complicated,\" says M. Rantameki.<\/p>\n<p><strong>The Regulation also applies to imports into and exports from the European Union<\/strong><\/p>\n<p>\u201cThe trader or exporter must submit a declaration of authenticity if the wood product is exported from the EU. The same applies to imported wood products,\" explains Maija Rantameki.<\/p>\n<p>Therefore, it appears that the EC will assign reference numbers to all parts of the world from which wood products are imported into the EU.<\/p>\n<p>In addition to wood, the regulation also covers other forest raw materials such as cocoa, palm oil, soy, rubber and coffee. The regulation also applies to cattle herds. According to the first interpretation of the regulation, it is forbidden to build a shed for cattle if trees must be cut down to create the shed.<\/p>\n<p>So far, only preliminary assessments have been made of the resources required by the Finnish authorities for the implementation of the regulation.<\/p>\n<p>\"When it comes to timber, the Finnish Food Service has already identified tasks related to the EU timber regulation and permit system to ensure the legality of timber harvesting.
