The latest import statistics indicate this stability, although the broader forecasts for the construction industry predict a significant decrease in output.

In May 2023, a notable occurrence took place within the timber sector. The majority of imported timber and panel products saw their highest monthly volumes for the year, a situation that rarely happens. This increase was observed across various categories, including softwood, hardwood, plywood, particleboard, and engineered wood products. Notably, softwood imports displayed strong growth, with May 2023 volumes being 8% higher than the average for that year.

However, when considering a longer time frame, the total timber import volumes during the first five months of 2023 were actually 8% lower than the same period in 2022, amounting to a difference of 378,000 cubic meters. Even the import volumes in May 2023 were 5% lower than those recorded in May 2022. Despite these fluctuations, it's worth mentioning that monthly variations are appearing to stabilize after several years of dramatic ups and downs.

Nick Boulton, the Head of Technical and Trade at TDUK, noted that the extreme fluctuations witnessed from 2020 to 2022 seem to be subsiding. Monthly variations are becoming more consistent and resembling the trading conditions seen prior to the COVID-19 pandemic. Stock levels within the UK have remained robust, allowing buyers to access desired specifications across different product groups at prices similar to pre-pandemic levels.

Despite the prevailing negative economic outlook, the recent figures offer a glimmer of cautious positivity, particularly as the industry moves into the third quarter. This shift signifies a return to more stable trading conditions after the volatile supply chains experienced over the past few years.

Amidst the weakened construction industry and an overall economic downturn, certain sectors within the timber industry are defying the downward trend. For instance, the import of planed spruce has grown by a modest 1.4% in 2023, with Sweden and Latvia being the standout exporting countries driving this growth. Similarly, OSB (oriented strand board) imports have surged by 26% in 2023 compared to the previous year, with Luxembourg, Ireland, Latvia, and Germany leading the increase. MDF (medium-density fiberboard) imports have also grown by 5%, supported by growth from Ireland, Germany, China, and Brazil.

However, the overall economic situation remains challenging for the UK. High inflation and interest rates have led to reduced confidence in the construction sector. The Construction Products Association (CPA) forecast predicts declines in crucial timber-demanding sectors like private housing and repair, maintenance, and improvement (RMI). These sectors are anticipated to experience declines of 19% and 11%, respectively, before potentially recovering in 2024.

Looking ahead, if construction demand remains low in the second half of 2023 as projected by the CPA, the balance between supply and demand for structural softwood is expected to stay stable overall. Nevertheless, certain specifications, particularly popular sizes and lengths, might face challenges as the industry progresses through the third quarter. The construction products manufacturing industry is also experiencing a split in performance, with heavyside manufacturers facing declines while lightside producers see growth. This disparity reflects the ongoing trends in project starts and industry segments.

The CPA's Summer Forecast further predicts a significant 7% decline in overall construction output for 2023, with the possibility of recovery starting in the second half of 2024 for sectors like private new housing and RMI.

The timber industry in the UK is currently experiencing a period of stability, which is in contrast to the fluctuating trends observed in recent years.
