The restrictions are basically the same restrictions on forestry activities and protective measures for the protection of valuable spruce stands as they were in force until now.

The evaluation of the expert working group is based on the monitoring information of the forestry biotic risk factors of the Latvian State Forestry Institute "Silava" and data on the risk of rapid multiplication of the bark beetle. The information of the Ministry of Defense on the issued sanitary opinions is also taken into account, the service states.

The expert working group includes the institute "Silava", the Latvian University of Biosciences and Technologies, the University of Latvia, the State Plant Protection Service, JSC "Latvijas valsts meži", the Association of Latvian Forest Owners, the Latvian Wood Industry Federation, the Nature Protection Administration, the Ministry of Environmental Protection and Regional Development and Forest industry experts of the Ministry of Agriculture.

At the same time, the protection zones of valuable spruce stands are reflected in the Forest State Register. The registry can be accessed using the authentication tools of the "latvija.lv" portal.

VMD invites forest owners to inspect their spruce stands, because only in this way it is possible to detect the multiplication of pests in the particular stand, to cut down the damaged trees, receiving a certificate from VMD for cutting trees.

It has already been reported that in the future, the Director General of the Ministry of Forestry will determine with a decision the situation of mass multiplication of forest pests or the spread of diseases, as well as the territory, measures and period for limiting the threat.

Such a requirement was adopted so that the Cabinet of Ministers would not have to declare a state of emergency in order to limit the mass multiplication of forest pests or the spread of diseases, as is the case at present.

VMD data show that the area of stands damaged by bark beetles increased several times in 2022 compared to previous years. Last year, sanitary opinions on the felling of stands in continuous sanitary felling in spruce stands damaged by spruce eight-toothed bark beetles were issued in around 2300 hectares of forest, while in previous years this figure fluctuated between 550-850 hectares.

The most extensive and intensive pest damage in 2022 was observed in Vidzeme - Madona, Cēsi, Valmiera, Smiltene and Gulbene counties - and Selia. Likewise, in 2022, there was a rapid increase in damaged areas in the Riga region, while the situation was calmer in the forests of Kurzeme.

The spruce eight-toothed bark beetle is considered the most aggressive and dangerous pest of spruce stands in all of Eurasia, it can infest not only weakened spruces, but also completely healthy trees. In Latvia, the first departures of spruce eight-toothed bark beetles have been observed at the end of April for several years, but their mass departure usually takes place around the first decade of May or in the middle of May. Dry, warm and windless weather is a favorable condition for the departure of the spruce eight-toothed bark beetle.

In order to limit the spruce bark beetle until September 1, forestry activity restrictions have been set throughout the territory of Latvia, the State Forest Service (VMD) announced.
