The coming into effect of the EU Deforestation Prevention Regulation (EUDR) will be voted on in mid-April 2023 and will probably come into force in December 2024. This means that exporters, importers and large companies within the EU will have additional requirements for the documentation of the duty of care in addition to the existing bureaucratic requirements of the EUTR.<\/p>\n
A practical guide will be a long time coming, but the German Timber Trade Federation (GD Holz) recently offered a corresponding online seminar for more than 200 participants and also provided information on the current state of knowledge as part of the Foreign Trade Day 2023.<\/p>\n
In the future, all companies involved in the supply chain will assume responsibility for the deforestation-free supply chain. In addition to the previously required EUTR evidence of due diligence in relation to risk minimization in relation to trade in illegally logged timber, evidence is now being added that relates to deforestation and forest degradation.<\/p>\n
For example, the geo-coordinates of all plots of land from which the traded goods were taken are to be listed. In addition, every import must now be declared to customs before importing.<\/p>\n
Also, large companies in the supply chain are obliged to exercise due care. In principle, these can relate to the sub-supplier, but they must not trust him blindly - inconsistencies in particular should not be accepted in good faith. Basically, you can reduce your own detailed effort by keeping lists of possible coordinates of origin that are as long as possible. However, with each geo-coordinate, the amount of testing also increases, since it must be checked for each parcel whether the logging was illegal or whether it led to deforestation or forest damage.<\/p>\n
Among other things, the participants of the foreign trade day expressed concern about whether it could be required to check afterwards whether the plots of land were really reforested. However, GD Holz currently assumes that this will not be the case.<\/p>\n
It is important to have the correct test documentation that was valid at the time of import and to be able to present it for five years. In addition, the reporting chain works by means of individual reference numbers, the use of which is intended to exclude insights into the supplier structure of others. However, it has not yet been clarified what will happen to old stock and slow-selling items. GD Holz wants to advocate an exception, as otherwise it may happen that after the transitional period of three years, wood that was felled before May 2023 and therefore lacks any geo-coordinates may no longer be exported.<\/p>","protected":false},"excerpt":{"rendered":"
