{"id":83719,"date":"2023-01-25T11:04:14","date_gmt":"2023-01-25T11:04:14","guid":{"rendered":"https:\/\/tin.happy-projects.ro\/russian-wood-pellets-might-enter-eu-via-turkey-avoiding-ban\/"},"modified":"2025-09-19T08:59:20","modified_gmt":"2025-09-19T08:59:20","slug":"russian-wood-pellets-might-enter-eu-via-turkey-avoiding-ban","status":"publish","type":"post","link":"https:\/\/www.timberindustrynews.com\/ro\/russian-wood-pellets-might-enter-eu-via-turkey-avoiding-ban\/","title":{"rendered":"Russian wood pellets might enter EU via Turkey, avoiding ban"},"content":{"rendered":"<p><img width=\"300\" height=\"202\" src=\"https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/wood-pellets-11-1-46-300x202.jpg\" class=\"webfeedsFeaturedVisual wp-post-image\" alt=\"\" decoding=\"async\" loading=\"lazy\" style=\"display: block; margin-bottom: 5px; clear:both;max-width: 100%;\" link_thumbnail=\"\" srcset=\"https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/wood-pellets-11-1-46-300x202.jpg 300w, https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/wood-pellets-11-1-46.jpg 84w, https:\/\/timberindustrynews.com\/wp-content\/uploads\/2025\/09\/wood-pellets-11-1-46.jpg 507w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>There is mounting evidence that Russian wood pellet exporters could be circumnavigating an EU-wide embargo on biomass imports from the country by exporting via Turkey.<\/p>\n<p>While exports of Russian pellets to Europe \u2013 including Denmark, Belgium, Italy and the UK \u2013 have ground to a halt since the embargo was enacted in April last year amid Moscow\u2019s war on Ukraine, shipments to Turkey surged, data showed.<\/p>\n<p>According to Russian media, deliveries to Turkey from Russia only began in July 2022 but by the end of the year they reached a total volume of 200,000 tonnes. However it is difficult to assess whether Turkey consumes all the pellets domestically but we see that Turkey greatly increased exports last year to European countries.<\/p>\n<p><strong>Turkish export surge<\/strong><\/p>\n<p>Indeed, according to latest Eurostat data, Turkish exports to EU countries surged eight-fold in January-October to more than 82,000 tonnes, with exports to Italy more than trebling to 5,800 tonnes and minor but incremental shipments for the first time to Denmark, Germany and the Czech Republic \u2013 all beginning in the second half of the year.<\/p>\n<p>Turkish Statistical Agency figures were considerably more modest than those presented by the Russian media, showing the country imported a total of 64,000 tonnes of wood pellets in January-November 2022, of which almost all was from Russia and Belarus.<\/p>\n<p>Yet this compared with a total of just 37 tonnes from all origins over the same period of 2021.<\/p>\n<p>The Turkish data also showed exports to all destinations totaling 126,000 tonnes over the 11-month period last year, compared with just 22,500 tonnes in January-November 2021. Of this, 87,000 tonnes were exported to EU countries and the UK from July \u2013 when the ban began to kick in \u2013 to November, compared with just over 13,000 tonnes in the equivalent period in 2021.<\/p>\n<p>According to Montel, Ukraine-based fuels trader, with close links to the Turkish biomass market and who asked to remain anonymous, said it was possible to repackage imported volumes for export as Turkish product.<\/p>\n<p>\u201cYou can easily get a local certification of origin, [although] it involves certain costs,\u201d he said, adding there had so far been \u201cno objection\u201d to the practice from the Turkish authorities.<\/p>\n<p><strong>Pellets repackaged?<\/strong><\/p>\n<p>Indeed, an official with Turkey's Union of Chambers and Commodity Exchanges said imported wood pellets could legally be given Turkish certification of origin, if they were \u201cprocessed\u201d in the country, which can include simply repackaging.<\/p>\n<p>\u201cIf pellets are imported from Russia as a \u2018raw material\u2019, then processed in Turkey, they can obtain a Turkish certificate of origin,\u201d the official said, on condition of anonymity.<\/p>\n<p>This was at odds with EU import rules, said Andre Lenz, of Germany\u2019s Central Customs Authority.<\/p>\n<p>\u201cAccording to EU sanctions, the import of wood and wood products \u2013 including wood pellets \u2013 into the EU is prohibited,\u201d he said, adding the ban applied not only to imports directly from Russia but also via other countries, \u201cif the goods have an origin\u201d there.<\/p>\n<p>\u201cIntentional infringements of the aforesaid import ban are punishable in Germany,\u201d he said.<\/p>\n<p>\u201cThe public prosecutor's office is responsible for deciding whether to initiate criminal investigations [in such cases].\u201d<\/p>\n<p>And sources at the port of Rotterdam \u2013 Europe\u2019s largest import hub \u2013 were unanimous in dispelling the idea that the relabelling of products would be acceptable.<\/p>\n<p>\u201cIf these pellets are sold as Turkish material, it\u2019s an illegal way to avoid the ban on Russian biomass,\u201d said Hugo Du Mez, dry bulk adviser at the Port of Rotterdam, while a source at a Rotterdam dry bulk terminal said vessels would not be accepted if there was any indication the original origin of the product was Russia.<\/p>\n<p>Yet a spokesperson for the Italian Agroforestry Energy Association said there was a risk that Russia-origin pellets could still be re-exported to the EU.<\/p>\n<p>\u201cSeveral non-European countries have not adopted sanctions against Russia and Belarus and therefore could continue to import timber and pellets from these countries for domestic consumption, further processing or re-export,\u201d they said.<\/p>\n<p><strong>Re-exporting illegal<\/strong><\/p>\n<p>\u201cThe certification of pellets produced with wood of Russian origin in third countries is technically possible and legal but its import to the EU remains illegal.\u201d<\/p>\n<p>But the spokesperson \u2013 who spoke on condition of anonymity \u2013 said there were still concerns Russian pellets could enter the Italian \u2013 and wider EU \u2013 market by ship or by land, through \u201ctriangulations\u201d with third countries.<\/p>\n<p>And the Ukraine-based trader said such repackaged \u2013 and dubiously recertified \u2013 material was likely to have been arriving in Europe.<\/p>\n<p>\u201c[EU authorities] should have imposed stricter controls \u2013 on paper, it all looks legal,\u201d he said.<\/p>\n<p>Russian pellets were potentially either being shipped by sea to Turkey from Black Sea ports or by truck via Georgia, he added.<\/p>\n<p>Traders close to Russian and Turkish markets gave the names of companies possibly involved in the supply chain, though the latter were not available to comment when contacted by Montel.<\/p>\n<p>At least one Russian pellet producer was \u201crumoured\u201d to be exporting around 15,000 tonnes\/month, with buyers in Turkey and Uzbekistan taking delivery of the material in Turkey, as well as Egypt, said a Scandinavian biomass trader.<\/p>\n<p>\u201cIf uncertified pellets and certified pellets enter a warehouse, perhaps the uncertified pellets can be rebranded as certified,\u201d he said, adding, however, there was no clear evidence this was happening.<\/p>","protected":false},"excerpt":{"rendered":"<p>There is mounting evidence that Russian wood pellet exporters could be circumnavigating an EU-wide embargo on biomass imports from the country by exporting via Turkey.
