The most significant consequences of the war for the Finnish forest sector are the cessation of timber imports.\u00a0About 13 percent of the wood used by the Finnish forest industry has been imported from Russia.\u00a0This year will provide a respite as several factors reduce the impact of import depletion on timber harvesting and the timber market.\u00a0However, next year will increase the use of wood and clearly increase both the volume of harvesting and trade and the price of wood.<\/p>\n

The end of imports of lumber and plywood from Russia to Europe will increase the demand for Finnish sawn timber and plywood this spring and summer.\u00a0With these prospects, construction is expected to decline in Europe in the autumn as higher prices for construction materials increase construction costs.\u00a0This weakens the demand for lumber and plywood.\u00a0The products of the pulpwood industry will not be affected by the war, as paper and board have been exported to Russia in relatively small quantities for which new buyers can be found.\u00a0In addition to wood raw material, the production costs of the Finnish forest industry are being raised, in particular, by higher energy prices.<\/p>\n

Impact on Finland's timber market<\/em><\/h3>\n

The halt in timber imports from Russia\u00a0<\/strong><\/p>\n

Last year, about nine million cubic meters of wood and wood chips were imported from Russia, covering about three-quarters of imports.\u00a0The use of imported wood in Finland is concentrated in the pulpwood industry, which accounted for about a quarter of the use of raw wood in 2020. The majority of Russian imports are birch fiber wood and wood chips.\u00a0Finnish forest industry companies' own decisions to close trade with Russia, Russia's announced ban on exports of wood raw material to Europe and the ban on forest certification schemes for the use of wood in the conflict zone will completely stop Russian wood imports after the first quarter.<\/p>\n

Procurement of raw materials for the pulp industry - replacement of imported wood and increase in pulp production with the investment<\/strong><\/p>\n

This year, the decline in mass industry production will reduce the pressure to replace imported wood from Russia.\u00a0In addition to replacing Russian imports, growing domestic production capacity will increase the use of wood, especially from next year.\u00a0In the longer term, the decline in imports of Russian pulpwood and wood chips can be solved in several ways: 1) increasing domestic harvesting, 2) increasing imports from elsewhere, 3) improving the use of raw materials, 4) adapting production to less raw material reserves.\u00a0Both the Finnish timber harvest and the volume of imported timber will increase over the next couple of years.\u00a0Increased demand may first raise timber trade and thus timber to the maximum level of logging potential maintained for a few years before the market adjusts to the situation.<\/p>\n

Impact on the pulp and log markets<\/strong><\/p>\n

Replacing birch fiber wood in particular is difficult in Finnish forests, where it mainly grows as mixed woods.\u00a0Certainly, there have been some preparations for a reduction in imports of wood chips, given the possibility that Russia has previously been warned to reduce its exports.\u00a0Increased demand is raising the price of pulpwood for all types of wood.<\/p>\n

The wholesale market is also partly affected by the increased demand for pulpwood. Although pulpwood is largely harvested from thinning, 40-65% of the total pulpwood accumulation depends on logging regenerative felling. From the forest owner's point of view, the rising price of pulpwood is thus also accelerating the sale of regeneration stands.
