This ban particularly affects the Dutch packaging and pallet industry. The restrictions imposed on financial transactions with Russian banks, government agencies and state-owned enterprises, as well as the exclusion of almost all Russian banks from the SWIFT payment system, have virtually shut down trade in timber and timber products from that region. Moreover, the Russian Ministry of Industry and Trade has introduced a ban on the export of timber and a number of products from it by the end of this year. The ban will affect the unfriendly states included in the list, including the United States and the countries of the European Union.

Russia, Belarus and Ukraine account for just under 10% of all coniferous wood used in Europe (2021), according to official statistics. For the Netherlands it is slightly higher. The supply of sheet material is also affected by the trade restrictions. This will certainly also apply to products from the highly valued Ukrainian oak.

The Netherlands is a leader in the purchase and sale of wood from sustainably managed forests. Here too, what is happening in Ukraine is being accounted for: the certification systems Program for Endorsement of Forest Certification ( PEFC ) and Forest Stewardship Council ( FSC ) both decided that because of the violence committed by these countries in Ukraine, wood coming from Russia and Belarus should no longer be provided with a PEFC or FSC logo as long as the violence continues.

Because wood is a renewable raw material and the European forest grows more annually than is harvested, it is possible to temporarily increase the wood harvest. This is possible without this being at the expense of sustainable management. The Association of European Timber Companies (ETTF ), the Association of European Sawmills ( EOS ) and the umbrella organization for the forestry and timber industry in Brussels ( CEI-Bois) are therefore making efforts, together with other EU organizations and national governments, to seek opportunities to increase the self-sufficiency level of the timber sector and thereby close the gap between supply and demand; for example by temporarily increasing harvest volumes and/or setting export quotas for round logs, as well as mobilizing existing stocks in Europe.

In the short term, the sanctions therefore have a very strong market-disrupting effect on the trade chain and the availability of wood and panel materials in the Netherlands will be greatly disrupted. This will also affect wood prices. Not only wood, but also other building materials have to deal with rising prices as a result of the sanctions.

Acccording to VVNH, the Dutch timber trade and sawmills are doing their utmost to find alternative timber flows in order to smooth out the imbalance in supply and demand. In addition, also of the availability of wood and wood products within Europe or even beyond, but also of the development of fuel and energy prices, consumer confidence and other market factors.

The Royal Association of Dutch Timber Companies (VVNH) represents the interests of 215 members who together account for approximately 65% of the import and trade in timber and panel materials in the Netherlands. 92% of this is demonstrably sourced from sustainably certified managed forests.

The Royal Association of Dutch Timber Companies (VVNH) has concluded that the ever-increasing package of sanctions against Russia and now Belarus have virtually halted trade and thus imports, including timber, from these countries.
