Ordinance create many question marks for the industry, the Swedish Forest Industries (Skogsstyrelsen) new market report shows.

The Swedish forest industry's exports in 2021 amounted to SEK 167 billion (EUR 15 billion), and thus accounted for as much as ten percent of the total Swedish product exports. The development was stimulated by low interest rates and a broad interest in bio-based materials, which is the basis of the forest industry's operations.

''But we are closely following the tragic development in Ukraine. The Swedish forest industry has no major trade with Russia, but in the wake of the conflict follow significant logistics challenges, markedly rising energy prices and also a generally weaker global demand,'' says Kerstin Hallsten, chief economist at Swedish Forest Industries.

In February, the Swedish Forest Agency announced its new interpretation of the Species Protection Ordinance, which in practice risked having a negative impact on the supply of raw materials to the forest industry. After harsh criticism, the government will now change the regulation, but the uncertainty is still great. There are also other policy proposals that risk reducing the supply of forest raw materials, such as the European Commission's proposal for revised LULUCF legislation.

''This, together with the uncertain geopolitical situation, raises many questions for the Swedish forest industry in the future. In the long run, the various political decisions risk hitting the green transition, jobs and the opportunity to maintain good public service throughout Sweden,'' says Kerstin Hallsten, chief economist at Skogsindustrierna.

The situation in the wood products market is also unusually difficult to predict.

''It is likely to be difficult for the wood products market to achieve some form of normal situation under prevailing circumstances. The expected recovery after the pandemic will probably not take place. From a strict timber perspective, the war in Ukraine means disruptions in Russian exports, which should be noticed first in the European market where there may also be a shortage of timber,'' says Christian Nielsen, analyst in timber at Swedish Forest Industries.

In recent years, demand for packaging materials has been stable. New investments are made, which creates increased supply of packaging materials.

''In graphic paper, the development has been the opposite, production capacity has decreased. Demand for newsprint and magazine paper has fallen for several years and the decline is expected to continue. Prices have certainly risen recently, but profitability remains relatively weak. The higher prices thus slow down the closures of mills, but do not lead to the production capacity being expanded,'' says Katrin Heinsoo, analyst in paper and pulp at Skogsindustrierna.

2021 was a strong year for the Swedish forest industry with production
