The new combined \u201cAll Others\u201d rate of 11.64% is down from the current rate of 17.91%.<\/p>\n<p>This Preliminary Determination does not change the duties currently being collected, nor will it be the final rate. Canadian lumber shipments to the US will continue to be subject to the 17.91% (or company specific) duties until the Commerce Department issues their Final Determination, which is expected in late November 2022.<\/p>\n<p>While the duty rates won\u2019t change for most of 2022, this Preliminary Determination is an indication of the direction the duties will move once the Final Determination is issued.<\/p>\n<p><strong>Mixed views on the decision<\/strong><\/p>\n<p>\"Trade law enforcement has resulted in dramatic growth of U.S. made lumber by mitigating the harmful effects of Canada's subsidized and unfairly traded imports,\" stated Jason Brochu,\u00a0U.S. Lumber Coalition\u00a0Chairman and Co-President of Pleasant River Lumber Company. \"The enforcement will maximize long-term domestic production and lumber availability to meet strong demand to build more American homes,\" added Brochu.<\/p>\n<p>Following the Commerce action, the\u00a0National Association of Home Builders\u00a0(NAHB) Chairman Chuck Fowke issued the following statement:<\/p>\n<p>\u201cNAHB welcomes the Biden administration\u2019s move to reduce duties from 17.99% to 11.64% on softwood lumber shipments from Canada into the U.S. Reducing these tariffs is an important step forward to addressing America\u2019s growing housing affordability crisis and easing extreme price swings in the lumber market that have added more than $18,600 to the price of a new home since late summer.<\/p>\n<p>\u201cTo help further address the nation\u2019s housing affordability challenges, we encourage the Biden administration to build on today\u2019s positive development by taking the following actions: enter into negotiations with Canada to achieve a new softwood lumber agreement that will eliminate duties; increase the domestic supply of timber from public lands in an environmentally responsible manner; and seek immediate remedies to the lumber and building materials supply chain that will increase production and lower construction costs.\u201d<\/p>\n<p><strong>About<\/strong><\/p>\n<p>The U.S. Lumber Coalition is an alliance of large and small softwood lumber producers from around the country, joined by their employees, and woodland owners, working to address\u00a0Canada's\u00a0unfair lumber trade practices.<\/p>\n<p>The\u00a0National Association of Home Builders\u00a0(NAHB) is one of the largest\u00a0trade associations\u00a0in the\u00a0United States,representing the interests of home builders, developers, contractors, and associated businesses.<\/p>","protected":false},"excerpt":{"rendered":"<p>The US Department of Commerce issued its preliminary determination in their Third Administrative Review of certain softwood lumber products from Canada.
