At the beginning of the new year, the Chinese timber industry is waiting for the market to recover, but it has begun to face new challenges for imported timber.<\/p>\n

On January 1, 2022, Russia has officially implemented a ban on the export of unprocessed or roughly processed softwood and valuable hardwood logs.\u00a0As a major region exporting timber to China, the rise in timber prices in 2021 will directly lead to a rapid rise in local timber prices in Russia, which will probably lead the Russian government to introduce corresponding policies to curb the rapid rise in timber prices and control the transaction order of the domestic timber market.<\/p>\n

Earlier, in order to prevent the export of logs disguised as processed wood, the Russian government made further additions to the original timber export ban: from January 2 to December 31, 2022, the export tax rate has been increased for\u00a0export of raw wood with a moisture content greater than 22% and thicknesses and width over 10 CM and being disguised as lumber.<\/p>\n

The Russian Ministry of Industry said the tax rate for softwoods is 200 euros per cubic metre, while the rate for precious hardwoods is 250 to 370 euros per cubic metre.\u00a0Beech and ash are taxed at 10% per cubic meter.\u00a0By raising export tax rates for individual wood species, it is possible to increase exports of high value-added products and prevent certain commodity categories from flowing into others.\u00a0Tariffs are only valid for exports outside the Eurasian Economic Union.<\/p>\n

Since Russia joined the WTO in 2012, a quota system has been implemented for Russian log exports. Companies with export quotas enjoy a 6.5% export tariff preference, while companies outside the quota have to pay high export tariffs that have increased year after year.\u00a0Only companies whose deep-processed wood products account for no less than 20% of the total export value of logs and wood products are eligible for export quotas, and this proportion has been increased to 35%.\u00a0According to the original vision of the Russian government, the original intention of implementing the export quota system is to promote companies to build wood deep-processing production facilities, thereby creating more employment opportunities.<\/p>\n

For China, this year's timber imports will become particularly difficult.\u00a0On the supply side, due to the implementation of the Russian ban, the source of imported timber will choose other\u00a0regions to increase the supply.<\/p>\n

In terms of overseas supply, on the one hand, the order of shipping has not been restored for a long time, and transportation costs remain high. On the other hand, many countries have found that exporting raw materials alone cannot obtain more lucrative benefits and deepen the development of the industry.\u00a0It is foreseeable that China will evolve from log imports to lumber imports, a shift that will require European and Russian lumber manufacturers to increase their lumber shipments to China.<\/p>\n
