According to them the whole Polish economy will lose out on this, but it will be the construction industry, the furniture segment, the window and door joinery market, and the paper market that will feel the first.

Industry organizations, including the Polish Windows and Doors Association (POiD), the Polish Chamber of Commerce of the Wood Industry (PIGPD), the Polish Chamber of Commerce of Furniture Manufacturers (OIGPM), the Polish Roofers Association (PSD) and the Polish National Committee of EPAL, appeal for the adoption of sales rules of logs, which will reduce the export of wood. In order to curb speculation, the role of timber brokers requires mechanisms to protect the internal market.

Every year, 4 million of logs leaves Poland. The State Forests harvest about 40 million m3 of wood, which they sell in two pools. One, of which is allocated 80% of the harvested wood and which is available only to companies with a so-called purchase history, and the other, where 20% of the harvested material is sold and which is fully open. The system is based on the decisions of the Polish State Forests (LP) in 2017. After the tragic hurricane in Bory Tucholskie in 2017, the State Forests agreed that foreign companies that helped clean up the windbreaks and bought this wood could thus create a purchasing history that would authorize the purchase of raw material in the future. From 2018, the increase in wood exports from Poland jumped to never-before-seen levels.

The Climate and Environment Ministry remains passive to votes for a total ban on the export of logs from Poland. According to the Ministry of Climate and Environment (MKiŚ) for the Polish Press Agency (PAP) of August 2, 2021: ''The increase in average wood prices in Poland is not strong, it amounted to about 3%, we also do not have data confirming the increase in Polish wood exports apart from European Union, so there is no reason to consider banning the export of roundwood from Poland''

On the other hand, in the May auctions, untreated wood was more than 200% more expensive, and in extreme cases, it reached over 300%. Currently, log prices in Poland have stabilized, but their level is twice as high as in the first quarter. Meanwhile, foreign and domestic intermediaries, acting in accordance with the consent of the State Forests, take advantage of the opportunity to purchase Polish wood, supplying, among others, China, which, due to the huge demand for this raw material, pays any price. This raises another problem of limiting the availability of wood for Polish entrepreneurs.

Industry organizations and entrepreneurs sound the alarm

Wood prices are at their highest ever. In the period from October 2020 to July 2021, prices of softwood sawn timber increased by 15-20% in individual product groups, oak timber increased by 20-22%, glued pine timber by 50 up to 77%, and glued oak timber by 20-24%.

''The increases were hit hard by the producers of joinery. According to the member companies of the POiD Association, in the first quarter of 2021 the price of a combined square timber, a component necessary for the production of windows, was PLN 2,100 / m 3 in the 1st quarter of 2021, and the prices increased to PLN 3,500 / m 3 in the 2nd quarter, up to 4,500 PLN / m 3in the third quarter. Similarly, the prices of oak plywood, meranti or pine plywood, for which the prices increased from PLN 17.50 to PLN 29.80 per linear meter, increased in a similar way. Including increases in the prices of other raw materials and components, such as steel, glass or chemicals, manufacturers will not be able to keep the prices of finished products at the level of the first quarter of 2021. This will primarily affect the increase in construction costs, but also the competitiveness of Polish companies on foreign markets, which will be a disaster for the position developed by the industry over the years,'' says Janusz Komurkiewicz , president of the Polish Windows and Doors Association.

The wood has over 30 thousand uses. Therefore, the effects of high prices and the lack of raw materials will be felt by the construction industry, the furniture segment, the market of window and door joinery, but also, among others, the paper market. Construction and renovation costs as well as packaging prices will increase, affecting the final price of the products.

''On July 9, the Hungarian government enacted legislation that severely restricts the flow of raw materials and products from the wood industry, this applies to logs, sawn timber and wood-based panels. Croatia has rules that exclude the export of untreated timber, Romania has imposed a total ban on timber exports to China. Russia, Belarus and Ukraine have also banned the export of roundwood. It has reached the point that the (unprocessed) oak wood is leaving Poland for plants in Ukraine. There it is processed and shipped as finished wood products to global markets,'' comments Rafał Szefler, director of the Polish Chamber of Economy of the Wood Industry.

Industry organizations and entrepreneurs in Poland are sounding the alarm over log prices, which are currently the most expensive in the history of the country.
