The aim of the environmentalists is to get the Commission to initiate infringement proceedings.<\/em><\/p>\n<p>The environmentalists have the Federal Agency for Agriculture and Food (BLE) in their sights, which is responsible for the implementation of the EUTR and thus for the import control of wood from non-EU countries.<\/p>\n<p>According to the WWF, up to 30% of the timber traded worldwide comes from illegal sources, in many tropical countries even up to 90%. Whereby the environmentalists immediately describe insufficiently documented sources as illegal. An illegal origin can then be assumed, but not proven. A subtle difference.<\/p>\n<p>In any case, politics could effectively push back the illegal timber trade with the Timber Trade Ordinance. But Germany does not use this means. That is why the WWF is submitting a complaint so that this grievance can finally be eliminated, explains Philipp Wagnitz, Head of Ecosystems and Resource Protection at WWF Germany.<\/p>\n<p><strong>Too few controls, too few penalties<\/strong><\/p>\n<p>Instead of enforcing compliance with the law, the BLE, which is part of the Ministry of Agriculture, is more on the side of companies, according to the WWF. According to the WWF, only about 1% of all timber companies in Germany are checked annually, and violations would only be punished with fines of a few hundred to a thousand euros - if at all. This is mostly in no relation to the value of the wood traded. High profit margins contrast with negligible risk. Thanks to the hesitant approach of German politics and administration, the illegal timber trade is a profitable business in Germany, criticize the environmentalists.<\/p>\n<p>\u201cResearch by the WWF and other environmental organizations repeatedly reveals that illegal wood is coming onto the market,\u201d criticizes Philipp Wagnitz. \u201cUp to now, advertisements and information have either not been followed up at all or completely insufficiently. The BLE goes to a diving station instead of declaring war on the wood mafia. \"<\/p>\n<p><strong>BLE does not respond<\/strong><\/p>\n<p>For example, teak was imported from the high-risk country Myanmar for the renovation of the Bundeswehr's \u201cGorch Fock\u201d training ship, which did not meet the requirements of the Federal Procurement Directive or the EUTR. A report by the BLE suggests that the dealer has violated the EUTR for years. Nevertheless, the authority left it with a warning. The Federal Agency has so far refused to check whether the wood, which largely comes from alleged criminals in Myanmar, can be classified as illegal.<\/p>\n<p>The WWF cites the Danish bed storage facility as a second example. The company's products have been analyzed again and again since 2014 and incorrect declarations of the type and origin of wood were found. However, the BLE only issued warnings against the importer \u201cBettenwelten\u201d.<\/p>\n<p>The WWF calls on the federal government to enforce current environmental law and the EU Commission to take significantly more active action against countries if they take their own 'Green Deal' seriously. The Commission has confirmed receipt of the complaint - its legal department has registered the information and they will jointly determine how to proceed.<\/p>\n<p><strong>Complaint also in Austria<\/strong><\/p>\n<p>In Austria, too, the EUTR was poorly implemented. WWF Austria therefore submitted a complaint to the EU Commission at the same time. There the WWF focuses on illegal logging in Eastern Europe. The wood from there also ends up in Austria.<\/p>\n<p>In mid-June, Agriculture Minister Elisabeth K\u00f6stinger presented the Council of Ministers with a new draft of the Timber Trade Surveillance Act. Again, the proposed penalties are far too low and important measures are missing.<\/p>\n<p>Similar to Germany, according to the WWF, the authorities usually do not use the punishment options at all. In addition, the number of controls is far too low. The responsible Federal Office for Forests urgently needs more staff in order to be able to effectively monitor compliance with the law. In addition, there is a lack of political will to take action against these companies.<\/p>\n<p><strong>About the EU Timber Regulation<\/strong><\/p>\n<p>The EU Timber Regulation (EUTR) aims to keep illegal timber out of the European market and to strengthen timber from sustainable sources. Anyone who places wood or wood products on the EU market must ensure that they are legal goods. In order to fulfill their duty of care, the companies concerned must know, among other things, which types of wood the products are made of and where they come from. A mere assurance from the trading partner that everything will be in order is not enough.
