The new rate will take effect when it\u2019s posted to the commerce department\u2019s registry.<\/p>\n<div class=\"row\">\n<div class=\"col-xs-12 col-sm-8 col-lg-6 offset-sm-2 offset-lg-3\">\n<p>That decision was\u201da step in the right direction\u201d but doesn\u2019t change the B.C. industry\u2019s approach to the dispute, said Susan Yurkovich, president of the B.C. Lumber Trade Council.<\/p>\n<p>\u201cThe fact that we\u2019re still paying duties on our lumber products sold to the U.S. market is both frustrating and disappointing,\u201d Yurkovich said in a statement. \u201cAs we have consistently said, and as has been proven in previous rounds of litigation, the Canadian industry is not subsidized and this trade action levelled by U.S. producers is completely without merit.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"row\">\n<div class=\"col-xs-12 col-sm-8 col-lg-6 offset-sm-2 offset-lg-3\">\n<p>The U.S. industry\u2019s position has remained consistent through several rounds of the softwood lumber dispute stretching back decades, which is that the province\u2019s methods for charging stumpage \u2014 the fees for rights to cut timber on public land \u2014 does amount to a subsidy.<\/p>\n<p>In its own statement, the U.S. Lumber Coalition said Tuesday\u2019s decision understates those subsidies but reinforces that Canadian lumber producers do benefit in ways that allow them to dump product into the U.S. at below-market prices.<\/p>\n<p>Yurkovich argued that demand for lumber in the U.S., particularly during the COVID-19 pandemic, exceeds the capacity of its domestic industry, so American consumers wind up paying higher prices due to the punitive duties.<\/p>\n<\/div>\n<\/div>\n<p><strong><a href=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/farming-natural-resources-and-industry\/forestry\/softwood-lumber\/us_doc_ad_fd_notice_filed_nov_24_2020.pdf\">Link to Antidumping Duty Determination Notice<\/a><\/strong><\/p>\n<p><strong><a href=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/farming-natural-resources-and-industry\/forestry\/softwood-lumber\/us_doc_cvd_fd_notice_filed_nov_24_2020.pdf\">Link to Countervailing Duty Determination Notice<\/a><\/strong><\/p>","protected":false},"excerpt":{"rendered":"<p>The U.S. Department of Commerce on Tuesday reduced its penalties against imports of Canadian lumber, primarily from B.C. producers, in the softwood lumber dispute.
