North American lumber prices were stubbornly low, a function of soft U.S. demand that caused higher-cost regions to curtail and close mills. Of the top 30, nine Canada producers and seven U.S. producers recorded declines in output, a somewhat similar trend to 2018. The total mill count in the top 15 was lower in both Canada (-3) and the U.S. (-1) versus the previous year.

Total Canadian softwood lumber shipments in 2019 declined by a whopping 3.2 billion bf (-12.6%) to 24.15 billion bf while U.S. production increased marginally by 1.7% to 35.34 billion bf.

After seeing their output decline from 18.6 billion bf in 2017 to 18.1 billion bf in 2018, the Canadian top 15 witnessed a further decline in 2019 by 1.9 billion bf to 16.2 billion bf. The drop in Canadian shipments is a function of supply, cost and market factors. Ongoing import duties to the U.S. took a hard bite out of Canadian mills’ margins, particularly in the BC Interior (with its escalating log prices and continued tightening of overall SPF timber supply). As a result of the duties and weaker sawmilling economics, Canadian lumber production plunged, with at least seven sawmills closing last year and dozens of others curtailing output.

The top six Canadian producers in 2019 — West Fraser, Canfor, Resolute, Tolko, J.D. Irving and EACOM — kept the same rankings as in 2018. These producers collectively accounted for 10.9 billion bf (45% of total Canadian lumber output), versus 12.5 billion bf in 2018. In the U.S., total lumber shipments of the top 15 firms rose slightly, moving from 21.3 billion bf to 21.5 billion bf at 129 sawmills.

A flurry of new-mill and/or expansion announcements continues to occur in the U.S. South, led by Canadian firms’ sawmill investments. The top six U.S. firms produced 14.8 billion bf in 2019, representing 41.9% of all U.S. lumber shipments (versus 42.2% in 2018) and up 0.9% in volume from 2018.

Of course, the new wild card for 2020 is the global impact of the COVID-19 virus and the timing of global recovery. The potential ramp-up in offshore exports (especially from Germany and Sweden) is another question mark, as are further lumber production increases from new mills in the U.S. South.

Canadian and U.S. lumber producers faced a tough lumber market that saw more mill curtailments and closures than acquisitions or mill start-ups in 2019.
