The Chinese government began accepting applications from importers on March 2 to avoid the 20-25% tariffs imposed on US shipping in the last 20 months.<\/em><\/p>\n<p>The Customs Tariff Commission of the State Council of China announced that it plans to accept applications on February 18. Many U.S. softwood lumber exporters say their Chinese buyers have applied for tax exemptions after the online registration portal was opened. US log importers are also expected to apply. The applicant submits the request through the website of the Ministry of Finance of China. It is unclear how long the application process will take or what timeline will be decided.<span id=\"more-22800\"><\/span><\/p>\n<p>However, some Southern Pine exporters have reported that their Chinese customers have been granted duty-free shipments for March. Some observers expect the Chinese government to accept applications for weeks. The invitation to apply applies to hundreds of products shipped from the United States to China.<\/p>\n<p>According to the US Foreign Agricultural Service, approved tariff exclusions will target companies and are limited to Chinese importers. Approved tariff exclusions will be linked to specific volumes and distributed monthly. If the importer exceeds the amount each month, 90-100% of the excess will be subject to tariff restrictions. If an importer purchases less than the approved monthly limit, the unused quantity will not be automatically carried over to the next month. If export duty-free applications are approved, US exporters hope to be able to free themselves from high tariffs and reinvigorate the once thriving Chinese market.<\/p>\n<p>Between 2015, US exports to China increased by 26% to 2017, reaching 278 million board feet the following year. The surge started in early 2018, with shipments up 54% in the first half compared to 2017. Exports to China fell by 11% at the end of 2018 due to the plunge in the second half due to retaliatory tariffs. In 2019, with tariffs in place throughout the year, it fell to 114 million board feet, a 54% decrease from the previous year, and the lowest annual total in ten years.<\/p>\n<p>So far, southern pine is the most common U.S. export species to China and has been hit hardest by tariffs. Before the China-U.S. Trade war sweeps through softwood, many southern pine exporters expect to steadily increase exports to China and grab market share from other pine suppliers worldwide. Production in the southern region reached a record 19.321 billion board feet in 2019 and has grown steadily for ten consecutive years, a 65% increase from the 2009 low of 11.79 billion board feet. Some traders point out that China has the potential to increase domestic sales of southern and help to balance the overall demand with increased supply. A rebound in trade with China may be delayed.<\/p>\n<p>Many importers applying for tax exemption tell suppliers that they will not place new orders until the tax exemption is in place. Because time is still uncertain, sales are mostly unchanged. In addition, current measures to control the spread of coronavirus continue to disrupt the Chinese softwood market in China's distribution channels.
