On February 25, the Fair Trade Alliance of American Hardwood Plywood requested to the US Department of Commerce (DOC) to investigate anti-dumping duties on hardwood plywood imported from Vietnam.<\/em><\/p>\n

The value of hardwood plywood exported from Vietnam to the United States in 2019 was 309 million US dollars, an increase of 950% over 2016.<\/p>\n

The American Hardwood Plywood Fair Trade Alliance believes that when the United States imposed anti-dumping duties on Chinese-made plywood, various Chinese manufacturers have transferred related parts of plywood to Vietnam for assembly, and then sent directly to the United States. Vietnam's assembly plants cooperate with Chinese manufacturers to evade anti-dumping and anti-Chinese government subsidies.<\/p>\n

The alliance requires the US Department of Commerce to investigate, confirm, and take corresponding sanctions against dumping by Vietnamese and Chinese manufacturers within 45 days after receiving their claims. This is required for all export taxes in Vietnam. The US Department of Commerce is currently considering whether to accept the alliance's appeal.<\/p>\n

Nguy\u00e4n li\u00eam, chairman of the Wood Processing Association of Binh Duong Province, Vietnam, pointed out:\u00a0Vietnam \u2019s national authorities have issued a warning early on that there is a certain risk of tax avoidance for plywood materials imported from China to Vietnam and then sent to the United States.<\/em><\/p>\n

\"Although Vietnam's plywood production capacity has been greatly improved in the past few days, the number of exports is not likely to surge in any way. This is a matter of concern. If it becomes a reality, it may affect the timber industry in Vietnam. Production and credibility, so relevant state functions, such as Vietnam Customs, should step in to prevent false commercial fraud, \"<\/em>Ruan Lian said.<\/p>\n

Normally, after the China-US trade war, American importers came to Vietnam to find suppliers. \"30% of the raw materials for plywood are allowed to be imported and this part is currently being imported from China, but the supply chain is currently broken because of the new coronavirus epidemic. This is a pity. We have many plywood companies but only few factories that meet the technical requirements of the United States, \"\u00a0<\/em>said Du Chun Lee, chairman of the Vietnam Forestry Association.<\/p>\n

On March 5, representatives of the Vietnam Forestry Association and various plywood companies will discuss countermeasures with the US Trade and Industry Protection Agency of the Ministry of Industry and Commerce on the possible anti-dumping investigation in the United States.<\/p>","protected":false},"excerpt":{"rendered":"
