The Government of the Russian Federation has taken measures to reduce raw materials exports and increase the production of wood products in the Far Eastern Federal District.\u00a0<\/em><\/p>\n<p>In the Far East, 14 priority investment projects are being implemented aimed at the production of deep wood processing products with a total declared investment of more than 32 billion rubles (actually more than 38 billion rubles have been invested). 5 projects were built and put into operation: 3 projects in the Primorsky Territory, 2 projects in the Khabarovsk Territory. Another 9 projects are under implementation (4 projects in the Khabarovsk Territory, 2 projects in the Republic of Buryatia, 1 project in the Primorsky Territory, Amur Region and the Jewish Autonomous Region).<\/p>\n<p>In December 2017, a resolution of the Government of the Russian Federation was adopted to increase export duties on unprocessed wood (from 25 to 40% in 2019, to 60% in 2020 and up to 80% in 2021). As a result, according to the results of 9 months of the current year, the export of raw wood decreased by 25.4%, and the export of wood products increased by 4.1%. This is a significant increase in export duties on unprocessed wood, such measures are aimed at increasing the degree of processing of wood in Russia, increasing the amount of surplus value in the country, and creating jobs.<\/p>\n<p>The possibility of reducing the customs duty rate under the tariff quota from 13% to 6.5% was considered. The current quota calculation mechanism is based on the historical principle: a fixed volume quota of 4 million cubic meters\u00a0 is distributed proportionally between forest producers, in the export structure of which woodworking products account for more than 40%. The Deputy Prime Minister\u00a0Yuri Trutnev\u00a0instructed the Ministry of Industry and Trade of the Russian Federation, the FRDV, and the Far East Agency for Attracting Investments and Export Support to re-analyze the timber industry and develop general proposals for implementing support measures for the industry. ''We must create all conditions for enterprises to switch to deeper processing of wood and this process is as efficient, fast and painless as possible for the market. This should be extended to the speed of administrative procedures, unnecessary barriers must be removed. Procedures should be transparent. There should be no subjective decisions of officials,''Yury Trutnev emphasized.<\/p>\n<p>Representatives of the Russian timber industry companies believe that the regulation introduces excessive and worsening requirements for exporters in the Far Eastern Federal District. In particular, it establishes a list of additional documents required to obtain a CITES permit, including an act of inspection of logging sites. This act is drawn up by forestry within three months after the end of the felling. Moreover, according to the rules of timber harvesting, the period from the beginning to the end of cutting can be up to 24 months. Such an act of inspection of logging sites is not a document confirming the legality of logging.<\/p>\n<p>Representatives of the companies expressed the opinion that private legislative changes push investors away from investments in the development of the forest industry and the creation of deep wood processing facilities. Among such difficulties are the unpredictable annual increase in rents for a forest plot, the introduction of bans on the procurement of certain types of wood, and the change in customs legislation.<\/p>\n<p>According to Yuri Trutnev, it is important that measures to increase customs duties on roundwood and other measures lead to increased volumes of wood processing in Russia, that new jobs are created, that surplus value is created, that we here in Russia work with our the forest. \" This process has begun. Already today we are recording an increase in the export of processed wood and finished wood products. But we see that people who invest money in the construction of timber processing plants need help. We will also deal with the mechanism for improving the provision of quotas, and see the amount of withdrawal.
