Global PMI is under 50 points, indicating a slowdown in the global economy. The corresponding index for the emerging economies is above 50 points, indicating a stabilization of the economies in these countries. Germany suffers from an industrial recession, especially in the automotive sector. In particular, it affects Poland, Hungary and Romania as supplier countries.

Construction industry keeps recession away from the industry for the time being

As usual, ETTF President Andreas von Möller provided an overview of essential timber markets. The foundation for their prosperity is the construction industry, which is growing in the EU28, according to the Construction Production Index, especially in the Netherlands, Poland, the United Kingdom and Germany. It is 10.9% higher in 2019 than in 2015. The construction confidence index for construction industry confidence is high, especially in the Netherlands, Germany and Spain, but has recently declined, also generally in the EU28. In France, the index has risen sharply since 2015. Building permits are rising sharply, especially in Spain, starting from a low level, remaining stable in the rest of the EU28 and last in the Netherlands.

The view of the individual countries showed an often stable to slightly growing economy, but with some uncertainty factors. The largest of these is the still-floating Brexit, which, if left unregulated, will throw out all forecasts, especially those for the UK. In addition, there is an economic downturn in Germany, which is already noticeable in parts of the furniture industry. And in Spain, Italy and Greece, growth is moving at a low level. Generally positive: Timber construction is gaining in importance throughout Europe. The strong construction industry keeps the recession away from the timber industry for the time being. Generally alarming: global warming and the associated forest calamity will disrupt the timber market.

From the Netherlands, Möller brought disquieting news: There are many construction projects on hold because a court decision on the need for a more stringent environmental assessment for buildings is expected. These include, for example, the CO2 emissions of a building during construction and operation. It is not unlikely that such audits will be extended to other EU countries, according to Möller. In the longer term, such tightened regulations could help the timber industry. First of all, they cause considerable difficulties for ongoing construction projects.

Will Bark Beetle be "The New Normal"?

EOS President Sampsa Auvinen, like many others, has analyzed the bark beetle crisis in Europe. At the ISC 2018 in Riga, industry representatives was still optimistic about the timber prices. "Nobody expected the bark beetle crisis," he said. Anyone who was not directly involved with the forest apparently did not see the crisis coming, or at least underestimated its significance dramatically. Interestingly, the consequences of the decline in prices due to the high amount of wood produced are worse for the sawmills in those countries that do not have bark beetles than for those with bark beetle infestation. In countries without bark beetles, the sawmills have a margin problem. The result is, for example, in Finland drastically increasing stocks. The lumber is currently hardly profitable. "The less you produce, the less money you lose," Auvinen quoted a Finnish sawyer. And despite the huge volume of raw wood, prices will slow down the production of sawn timber, says Auvinen. Recently, there were still some market valves: Great Britain increased its timber imports by 6% in the first half of 2019 -
