Russia has the largest forest area in the world. In fact, Russia's forest land accounts for about one-fifth of the world's forest land, or about 800 million hectares. At present, the total volume of wood in the world is about 380 billion cubic meters; and Russia's wood stocks are more than 80 billion cubic meters, accounting for about a quarter of the world's total wood stock.<\/strong><\/em><\/p>\n

Russia\u2019s forest resources have been growing. However, due to the large area of \u200b\u200bforests in the cold Siberia and the Far East, trees grow slowly, so the growth of all Russian forest resources is not large. However, because of the large base of forest resources in Siberia and the Far East, the net growth of forest resources in Russia is still considerable.<\/span><\/p>\n

The current production characteristics of the Russian log market are as follows:<\/strong><\/p>\n

1. Great potential for production of logs<\/p>\n

Russia's timber stocks are among the highest in the world, and timber harvesting is extremely large, and mature and over-ripe forests dominate. At present, the annual harvest of Russian timber is about 130 million cubic meters, and the actual harvestable volume is 500 million cubic meters. In other words, the amount of timber harvested in Russia is only about 1\/4 of its harvestable volume. This shows that Russian timber has a huge potential for harvesting.<\/p>\n

2. The phenomenon of illegal logging is serious<\/p>\n

Russian timber logging is serious, and the severity is unlikely to be seen anywhere in the world. Statistics show that Russia's illegal logging accounts for more than one-third of its total harvest, that is, 40 million cubic meters.<\/p>\n

There are two main forms of illegal timber logging in Russia:<\/strong><\/p>\n

One is illegal logging per se, where ''pirates'' handle illegal logging activities avoiding the authorities. Although, such activities are quite spread throughout the country, they actually amount or a limited amount of wood. The other is \"legitimate\" illegal logging. This kind of illegal logging mainly refers to the fact that some timber trading companies hold legal harvesting certificates in their hands, and the actual amount of timber harvested is far more than the prescribed amount.<\/p>\n

Unlawful logging and \u201clegal\u201d logging have caused great threats to the continued stable development of Russian forestry. Unlawful illegal logging not only reduces the Russian government's fiscal revenue, but also has a negative impact on the Russian economy. These illegal commercial activities do not need to pay customs duties and other taxes, are not subject to the obligation to plant trees, and do not need to take environmental protection measures, thus making law-abiding enterprises at a disadvantage in the competition. There are many reasons for illegal logging and \u201clegitimate\u201d logging. The main reasons are: the strong demand for timber from domestic and foreign markets, the high profits caused by illegal logging, the poor living conditions in forest areas, the opaque regulations of management departments, and the lack of law enforcement.<\/p>\n

3. Attacking illegal logging<\/strong><\/p>\n

Russia\u2019s crackdown on illegal logging is strongly supported by large domestic companies and other countries and international organizations. Recently, the Russian Federation has approved the adoption of an amendment to the Regulations on the Adjustment of Export Licenses for Some Softwood Timbers, which clearly stipulates that logging companies or individuals must indicate the origin of timber in timber export license applications; transaction declaration number and application submission date. This mechanism not only helps to track and determine the export destination of Russian quota timber, but also helps to trace the export timber supply chain from the timber harvesting site to the final purchaser, improve the transparency of timber trading, and help to ensure the legality of timber.<\/p>","protected":false},"excerpt":{"rendered":"
