in the Central European wood pellet market

On February 27th and 28th, 2019, the European Pellets Conference took place in Wels, Austria. Around 660 participants came to the event over the two days. As always, there was an overview of the global pellet markets. Europe is characterized by rising production and a simultaneous fear of supply shortages. In the DACH countries (Germany, Austria, Switzerland), wood pellet production is rising steadily, although there are several problems in the future development of the pellet market.

Austria: Wood pellet production rising

Christian Rakos from proPellets Austria reported a 10% increase in production, and even 11% for ENplus pellets. A total of 1.35 million tonnes of pellets were produced in Austria in 2018, including 1.17 million tonnes of ENplus pellets. Consumption, however, stagnated at 960,000 tonnes.

Exports have been rising rapidly since 2014 and are estimated at 740,000 tonnes in 2018. By far the largest customer is Italy with about 650,000 tons. Due to the large amount of wood available due to storm and beetle, the import to Austria has declined.

In order to prevent possible supply bottlenecks, proPellets has proposed to the responsible politicians the creation of a strategic reserve. It should amount to 10% of the annual amount in the first half of December and 5% of the annual amount at the end of January. The reason for the proposal are repeated supply bottlenecks and steadily declining stocks in the winter at dealers and manufacturers.

Some Austrian states have banned the installation of oil heaters in new buildings. This has further increased pellet demand, also because some people think oil heaters are completely banned.

Boiler sales in Austria have halved since 2013. Now work has begun on a national heat strategy. proPellets focuses on the development of new requirements for the check of old heating systems in order to increase the demand for new boilers.

Germany: lack of installers

Martin Bentele, Managing Director of DEPV (German energy-pellet association) and DEPI (German energy-pellet institute), sees a number of factors responsible for the success of pellets. These include a high and constant availability, low-emission furnaces, a wide range of applications, from the furnace to the combined heat and power plant and a high installation quality, which brings the quality of the pellets to the end customer. Just the last point is the bottleneck in Germany, said Bentele. There is a shortage of installers.

Pellet production in Germany exceeded 2.4 million tonnes for the first time in 2018, and is expected to reach around 2.5 million tonnes in 2019. Consumption stands at just over 2.1 million tonnes and is expected to reach just under 2.4 million tonnes in 2019.

The number of installations is still unsatisfactory, according to Bentele. These have hardly moved from the spot for several years. In 2018, according to preliminary figures, there were 17,000 stoves, 16,000 boilers below 50 kW and 900 boilers over 50 kW.

Switzerland

In Switzerland, almost 50% is still heated with oil. The pellet consumption in 2018 was 305,000 tonnes, only about one third of the consumption in Austria with a comparable population, as reported by Martina Caminada of proPellets Switzerland. 70% of the pellets are produced domestically, including 85% ENplus pellets. About 80,000 tons of pellets are imported, practically nothing is exported. Currently the price is 360 CHF / t at 8 tons delivery quantity.

On February 27th and 28th, 2019, the European Pellets Conference took place in Wels, Austria. Around 660 participants came to the
