An investigation released by\u00a0Earthsight\u00a0revealed results of the organization\u2019s two years work called\u00a0Complicit in Corruption. According to the announcement,\u00a0Complicit in Corruption reveals how illegality permeates the timber supply chain in\u00a0Ukraine\u00a0from harvest to export. Field investigations indicate that 40% of the timber being produced by the country\u2019s state-owned enterprises is illegally cut through the abuse of a loophole allowing trees to be harvested to prevent the spread of disease.<\/p>\n

Court records unearthed by<\/span>\u00a0Earthsight also show that top forestry officials in Ukraine\u2019s largest timber-producing provinces are the subject of major criminal investigations, involving systematic\u00a0illegal logging\u00a0and timber exports. A former national forest chief, Viktor Sivets, is on the run, accused of having received over EUR 30 million in illegal kickbacks into Swiss bank accounts from overseas log buyers in exchange for access to cheap wood. The payments were routed through UK letterbox firms with owners registered in secrecy jurisdictions such as Panama. Earthsight uncovered evidence that such high-level corruption has continued under his successors.<\/p>\n

\"\"<\/a><\/span><\/p>\n

The EU is by far the largest destination for Ukrainian wood exports, representing 70% of the total. EU purchases have been rising rapidly, breaking EUR 1 billion in 2017. Earthsight estimate that at least 40% of this wood was harvested or traded illegally.\u00a0<\/span><\/p>\n

The EU buyers of this wood include a number of billion-dollar firms, whose owners are among Europe\u2019s wealthiest individuals. Though they are not themselves formally accused of wrongdoing, Earthsight found some of these giant companies are actually mentioned in ongoing criminal investigations of officials in Ukraine. One \u2013 Austrian firm Schweighofer, Europe\u2019s second largest sawmiller \u2013 has even been specifically implicated in the corrupt scheme allegedly masterminded by the former forest chief. All of them continue to import large volumes of wood from state logging enterprises which are the subject of such investigations.<\/span><\/p>\n

These companies supply products sold in the largest retail chains in Europe, including\u00a0Homebase\u00a0in the UK and Obi in Germany, HP copy paper on sale in branches of Staples and furniture sold by\u00a0Ikea.<\/p>\n

Recognising the need to address its role in driving illegal logging overseas, the EU has a law requiring importers to conduct due diligence to ensure that the wood they buy is legal. The report reveals how this law is not being meaningfully enforced, and points the finger of blame at the governments of the EU countries bordering Ukraine, including Romania and Poland.<\/p>\n

The law signed\u00a0by the Ukrainian President\u00a0Petro Poroshenko on July 7, 2015, banned exports of\u00a0unprocessed hard wood from November 1, 2015. Still, exports of pine was allowed till January 1, 2017.<\/p>\n

At the beginning of 2017, Ukraine\u00a0banned exports of pine wood\u00a0despite\u00a0pressure from EU to lift\u00a0the wood export ban. The\u00a0President of the European Commission\u00a0expressed a\u00a0wish and expectation to end the ban on exports of wood products from\u00a0Ukraine.
