Lower duties on Canadian shipments have changed import costs, but the outlook for consumption remains difficult.

Lumber futures fell to USD 522 per thousand board feet on October 19, down nearly 2% on the day. The decline reversed much of a brief recovery that had lifted prices to USD 546.50 on October 13. Over four trading sessions, the market lost almost 4.5%, returning close to its early-October lows.

Fresh housing data offered little encouragement. The NAHB/Wells Fargo index of confidence among single-family homebuilders dropped to 29 in October from 32 in September, its weakest reading since June 2012. Builders reported deteriorating current sales, lower expectations for the coming six months and fewer prospective buyers.

Discounting has become increasingly common. In October, 43% of builders cut selling prices, the highest proportion recorded since 2020. The average reduction was 6%, and almost two-thirds offered incentives to attract customers. For developers, securing a sale increasingly means accepting a smaller margin or contributing more towards buyers’ financing costs.

Borrowing costs help explain the difficulty. The average US 30-year fixed mortgage rate stood at 7.40% on October 15, against 6.27% a year earlier, according to Freddie Mac. Even without an increase in house prices, buyers now need substantially more income to finance the same property.

That creates a problem for lumber demand. When homes take longer to sell, builders have less incentive to commit to additional projects and the materials needed to complete them. Cheaper framing lumber offers some relief, but it addresses only one part of the cost of delivering a new home. Land, labour, financing and infrastructure remain significant expenses.

Builders also face disruption on construction sites. NAHB said more than a third of respondents reported immigration enforcement activity in their local markets during the previous month, with associated delays and reduced worker attendance. Together with higher material and construction-loan costs, these pressures make it harder to turn lower lumber quotations into a meaningful reduction in house prices.

On the supply side, Canadian producers have received a partial reduction in the cost of accessing their main export market. The latest US administrative review lowered the combined antidumping and countervailing duty rate for many suppliers to 24.75%, from 35.16%. The separate 10% Section 232 tariff remains, bringing the total to 34.75% for companies covered by that rate. Other producers face company-specific duties.

The lower rate gives affected exporters more room to compete, although the remaining charges still absorb a substantial share of the value of a shipment. A recovery in Canadian deliveries will depend on whether US selling prices leave enough revenue to cover duties, freight and mill costs.

US producers and homebuilders remain divided over the trade measures. The US Lumber Coalition supports continued duties, arguing that they encourage domestic production and investment. NAHB wants building-material tariffs paused and a new agreement with Canada, maintaining that import charges add to the cost of housing. www.prnewswire.com

For now, the renewed fall in futures raises concerns about demand are carrying more weight than protection from imports. A lasting improvement in lumber sales will require stronger construction orders. With mortgage rates above 7% and builders offering widespread discounts, the latest housing figures provide little evidence of that recovery.

The US lumber market is struggling to sustain a recovery as expensive mortgages and slow home sales limit demand from construction.
